About The Position

Serves at the pleasure of and under the direction of the Chief of Police, under general supervision of the Patrol Lieutenant and the Community Service Officer Supervisor. Is responsible for the participation in the timely and efficient delivery of parking enforcement, animal control, and minor civil and traffic control services to the citizens of Brookings. The position is a year round position that will primarily consist of weekends and possibly holidays but may require working various shifts and workdays as assigned including day and evening shifts. The position handles low priority calls which do not require an armed, sworn Police Officer.

Requirements

  • Graduation from a high school or possession of GED certificate or equivalent.
  • Experience caring for and handling domestic and wild animals preferred.
  • Ability to pass background check.
  • Possession of current, valid driver's license with acceptable driving record.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports, correspondence and inter-departmental communications.
  • Ability to speak effectively before groups of citizens or employees.
  • Ability to add and subtract two digit numbers and to multiply and divide with 10's and 100's.
  • Ability to perform these operations using units of American money and weight measurement, volume, and distance.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.
  • Successful competition on written and/or oral interviews.
  • Possession of a valid Driver's License or ability to obtain one upon appointment and an acceptable driving record.
  • Medical examinations.
  • First Aid and CPR certification or ability to obtain certification within one year of appointment.
  • Rabies vaccination
  • Taser Certification
  • Other such examinations as deemed necessary by the City.

Responsibilities

  • Conducts investigations as needed involving, animal complaints, city parking code violations and other matters of daily business; gathers and preserves evidence; obtains statements from all persons connected with investigations; issues citations where applicable and completes all necessary forms and paperwork as required.
  • Responds to calls for service for animal control, parking complaints and traffic hazards received from citizens and takes necessary actions as appropriate; patrols all areas of the City during their assigned shift.
  • Patrol park systems, trails and special events to make presence known.
  • Completes reports, issues citations to violators as required; submits all reports, statements and other necessary paperwork for filing of charges and prosecuting offenders; testifies in court as required.
  • Direct traffic in and around the scenes of major crimes, traffic accidents, funeral processions or any other disruption to the normal flow of traffic.
  • Represent the department in public relations activities, public educational forums and other functions as required.
  • Attend various workshops, training and seminars as deemed necessary and/or appropriate.
  • Maintain positive relationship and communicate regularly with the Humane Society.
  • Perform all duties in a manner consistent with the safe practices and policies established by the City of Brookings and the Brookings Police Department.
  • Operates, maintains, and cleans the City Animal Shelter.
  • Feeds and cares for animals housed at the Shelter.
  • Conducts routine patrols, responds to public complaints, and investigates possible violations of Animal Control and Parking ordinances.
  • Captures and impounds domestic and wild animals that are at large and in violation of laws and ordinances.
  • Observe areas of alleged violations and interview available witnesses to determine if laws are being violated
  • Inform persons perpetrating inhumane acts of laws and penalties for violations. Issue citations to violators.
  • Aid animals in distress.
  • Remove animals from inhumane conditions and drive vehicle to transport animals and to provide shelter for treatment and care
  • Inspect establishments, housing or exhibiting animals to ascertain compliance with local laws and ordinances.
  • Advises animal owners of applicable City Ordinances.
  • Maintains records of animals brought into the Shelter.
  • Responsible for money and receipts.
  • Aids and assists law enforcement when requested.
  • Performs other related duties as may be required.
  • Transport animals to Humane Society
  • Assists City Police with traffic control functions for funeral processions, traffic incidents, and temporary road closures or as directed.
  • Responds to traffic/road hazard complaints, conducts necessary traffic control, and makes necessary notifications.
  • Conducts security checks on residences placed on the vacation home list.
  • Receives reports and files necessary documentation for reports of lost property or incidents that are civil in nature.
