About The Position

Our organization seeks a licensed doctoral-level psychologist to lead the development, oversight, and compliance of Behavior Management Plans (BMPs) for adults with autism and developmental disabilities. This in-house leadership role strengthens oversight, improves coordination, and enhances funding compliance. The Lead Psychologist will ensure behavior plans are defensible, data-informed, aligned with DDA funding standards, and seamlessly integrated with our documentation platform (CIMS). Our organization serves approximately 160 adults across 80 residential homes. This role supports the entire adult services division and will supervise and collaborate with two in-house behavior specialists.

Requirements

  • PhD or PsyD in Psychology from an accredited institution
  • Active Maryland Psychologist license in good standing
  • 5+ years of experience developing behavior plans for adults with autism or IDD
  • Familiarity with Medicaid waiver programs, DDA standards, and COMAR regulations
  • Employee must be able to effectively complete a non-adverse physical intervention with autistic individuals of varying heights, weights and levels of physical strength according to the guidelines presented in Behavioral Principles and Strategies training.

  • Experience managing or supervising behavior specialists
  • Knowledge of behavioral health management documentation platforms
  • Familiarity with COMAR Title 10 and DDA behavioral health requirements
  • Experience supporting multilingual teams; bilingual (e.g., Spanish or French) a plus
  • Prior participation in standing committee or Medicaid audits
  • Experience leading or supporting behavior documentation compliance audits or Medicaid reviews

Responsibilities

  • Write, revise, and maintain person-centered Behavior Management Plans (BMPs) for all adult clients in accordance with Maryland DDA and Medicaid standards.
  • Use behavioral data (e.g., ABC notes, incident reports) to develop data-driven, clinically appropriate interventions.
  • Collaborate with behavior specialists to ensure timely plan development, implementation support, and data fidelity.
  • Conduct quarterly reviews of each individual's Behavior Management Plan utilizing behavioral data, ABC documentation, and incident reports.
  • Ensure clinical relevance, regulatory alignment, and documentation compliance for each plan.
  • Provide in-person observation or direct contact with the individual at least once per year, and more frequently if clinically indicated or required by the funding source.
  • Train DSPs, Managers, and interdisciplinary team members on behavior plan protocols, implementation strategies, and documentation expectations.
  • Ensure BMP content supports our Service Documentation Policy and informs Service Implementation Plans (SIPs) developed by program staff to support funding authorization.
  • Participate in standing committee reviews and Medicaid compliance audits.
  • Collaborate with the Director of Program Administration, Residential, Day Program, QA, Information Systems, and Finance teams to ensure documentation quality and service-to-funding alignment.
