Reser’s operates facilities in the US, Mexico and actively supports the communities it serves.The PSM Manager is responsible for the strategic leadership, implementation, and continuous improvement of the facility’s Process Safety Management (PSM) and Risk Management Program (RMP) in full compliance with OSHA 29 CFR 1910.119, EPA 40 CFR Part 68, IIAR standards, and all applicable state regulatory requirements. This role provides oversight, governance, and subject‑matter expertise across all PSM elements, ensuring safe operation of ammonia refrigeration systems and other covered processes. The PSM Manager leads cross‑functional teams, manages compliance systems, and directs PSM staff (including the PSM Coordinator) to maintain an effective, audit‑ready program.

Requirements

  • Bachelor’s degree in Engineering, Safety, Environmental Science, or related field (or equivalent experience).
  • Minimum 7–10 years of experience in Process Safety Management, ammonia refrigeration, EHS, reliability, or related regulatory fields (manager-level expectation).
  • Proven experience leading audits, PHAs, MOC programs, and regulatory interactions.
  • IIAR certification, RETA CIRO/CM, or PSM‑specific certifications.
  • Experience supervising technical personnel (coordinators, engineers, or technicians).
  • Advanced knowledge of ammonia refrigeration systems, OSHA PSM, EPA RMP, and IIAR standards.

Responsibilities

  • Owns the facility’s PSM/RMP programs and ensures compliance with OSHA, EPA, and IIAR guidelines.
  • Serves as the primary liaison with federal, state, and local agencies on all PSM/RMP matters, including inspections, audits, and reporting.
  • Manages development, implementation, and periodic review of all PSM elements.
  • Leads the PHA program, including planning, team selection, facilitation oversight, corrective‑action tracking, and timely closure of audit recommendations.
  • Ensures risk assessments are completed for new processes, system modifications, and capital projects.
  • Oversees the Mechanical Integrity (MI) program to ensure inspections, testing, and preventive maintenance activities meet IIAR standards and manufacturer recommendations.
  • Ensures documentation accuracy and completion of MI tasks on schedule.
  • Ensures all Standard Operating Procedures (SOPs), P&IDs, safety documentation, and compliance manuals are current, technically accurate, and reviewed annually.
  • Approves revisions and ensures document control of PSM‑critical materials.
  • Oversees the MOC process for equipment, process, and operational changes.
  • Ensures Pre‑Startup Safety Reviews (PSSRs) are accurately completed before commissioning.
  • Guides engineering and maintenance teams through PSM implications of new equipment installations.
  • Leads or oversees incident investigations related to PSM‑covered processes and ensures follow‑up recommendations are completed and documented.
  • Develops and manages the PSM training program for plant personnel, contractors, and supervisors, and conducts PSM awareness sessions and communicates program expectations across the site.
  • Leads internal compliance audits and coordinates external audits.
  • Manages program KPI reporting, including leading indicators and metrics for compliance status, and ensures the sites always remain “audit ready”.
  • Supervises the PSM Coordinator and provides coaching, workload planning, and performance management.
  • Builds competency across operations, maintenance, and refrigeration departments regarding PSM requirements.
  • Participate actively in plant safety meetings and cross‑departmental activities.
  • Ensures contractor safety compliance and training for PSM‑related procedures.
  • Participates as part of the site leadership team in emergency response planning.
  • Performs additional responsibilities as assigned.
