About The Position

The Operations Process Safety Management (PSM) Coordinator will facilitate the implementation of PSM programs for to ensure compliance with all State, Federal and FPG/FPC Corporate regulations, procedures and policies. The PSM Coordinator will provide expert technical and regulatory support as a PHA facilitator to the assigned Operations Unit on Process Hazard Analysis as well as all other PSM / RMP compliance activities. The PSM Coordinator will provide expert technical and regulatory support to the assigned site on Process Hazard Analysis (as a facilitator), LOPA determination, Quantitative Risk Assessments, MOC(s), engineering evaluations/gap assessments and development of related risk reduction recommendations, as well as all other PSM / RMP compliance activities. By fostering site-wide consistency and building strong PSM awareness, the Operations Process Safety Management Coordinator is essential to maintaining and strengthening the organization's operational safety culture.

Requirements

  • At least 10 + years of experience in petrochemical facility including implementation of OSHA's Process Safety Management, with strong background in hazard analysis studies and incident investigation. Operations experience is a plus.
  • Working knowledge of the tracking and application of regulatory requirements for Process Safety Management-specific to the development of process hazard analysis.
  • The ability to apply requirements to corporate policies and procedures. Familiar with PHA related computer software. Working knowledge of PHA-Pro is a plus.
  • Quantitative Risk Analysis, Facility Siting, Release Modeling, Pressure Relief Device evaluation, and/or ISA 84 / IEC 61511implementation experience desirable.
  • Working knowledge of how the LLDPE process operates
  • Advanced capability to manage, evaluate, and approve MOC requests within LLDPE production
  • High School diploma or equivalent plus a minimum of 10 years of direct experience as outlined above; Associate's Degree with 8 years of experience as outlined above or; Bachelor of Science Degree in Chemical or Mechanical Engineering with 6 years of experience as outlined above, preferred.

Responsibilities

  • Ensures the Corporation's implementation of procedures for Process Hazard analysis (PHA's) meet the requirements for OSHA 29 CFR 1910.119 and EPA 40 CFR Part 68. Assist operating unit to complete PHA's and PHA Revalidations by set deadlines with good quality work following the Corporation's objectives for hazard studies with best industry practices.
  • As a PHA facilitator, guide PHA Team Leader and Team member on every aspect of PHA requirements. Respond to PSM issues presented via information sharing from unit to unit or from industry professional networking. Follow corporate electronic program for tracking PHA recommendations.
  • Take a leading role in respective Operations Unit to work with unit personnel on new capital project and pre-construction hazard analyses. Work with Operations and EC to ensure that best industry practices of Process Hazards Analyses and Process Safety Management are incorporated into new projects.
  • Ensures the Corporation's implementation of EPA's Risk Management Plan meet the requirements for 40 CFR Part 68 Section (r). Assist each FPC USA PSM to maintain each site plan and update as required and resubmitted every 5 years to the EPA.
  • Serve as a technical expert to operating units in assigned Division on OSHA's Process Safety Management issues.
  • Lead, review, and approve Pre-Startup Safety Reviews (PSSRs) for newly installed equipment, strongly emphasizing evaluating walking-working surfaces and human factors to ensure operational readiness and full compliance with safety standards.
  • Promote and maintain compliance with all applicable environmental, health, and safety laws, regulations, and Recognized and Generally Accepted Good Engineering Practices (RAGAGEP).
  • Support adherence to company safety, health, and security programs, reinforcing best practices across the site.
  • Deliver training, coaching, and hands-on support to Operations, Maintenance, and Contractor personnel to strengthen understanding of Process Safety Management and regulatory requirements.
  • Develop and deliver targeted training based on audit findings and trend analysis to continuously improve workforce competency and reduce incidents.
