The Proposal Writer plays a critical role in shaping the strategy, structure, and delivery of proposals submitted across federal agencies. Working closely with proposal management, business development, capture, solutioning, and operations teams, this position ensures every submission is compelling, compliant, and fully aligned with customer requirements. This role directly supports Empower AI’s growth strategy and will influence outcomes across all business units.

Requirements

• Proven experience writing, planning, and leading content development for federal proposals, including technical and management volumes.
• Exceptional technical, analytical, and persuasive writing skills with demonstrated ability to interview SMEs and craft compelling narratives.
• Experience supporting proposals for major federal agencies (DoD, DHS, DoS, GSA, CMS).
• Ability to manage diverse stakeholder relationships and drive alignment in fast-paced environments.
• Strong technical aptitude and experience presenting complex information clearly to varied audiences.
• Solid understanding of IT concepts and federal technology priorities.
• Familiarity with federal contracting processes, regulations, and industry standards.
• Bachelor’s Degree in English or equivalent related experience
• 7- 12 years of experience
• Meticulous attention to detail and ability to work within deadlines to exacting standards required
• Familiarity with MS Word, Word Perfect, PageMaker, FrameMake

Responsibilities

• Lead and contribute to the planning, development, and writing of proposal sections and volumes (e.g., Technical Approach, PWS/QASP responses, Management, Corporate Experience) for multi-phase, quick-turn RFPs/RFQs/RFIs.
• Collaborate closely with subject matter experts to extract, synthesize, and translate technical information into clear, persuasive, value-driven proposal content.
• Support proposals for federal agencies including DoD, DHS, DoS, GSA, CMS, and others—leveraging domain knowledge to tailor responses effectively.
• Maintain strong working relationships with internal teams and external partners to ensure alignment, engagement, and timely contributions throughout the proposal lifecycle.
• Communicate complex technical concepts to both technical and non-technical audiences, adapting tone and detail as needed.
• Apply understanding of key IT disciplines such as Agile, cloud computing, AI/ML, DevSecOps, human-centered design, IT modernization, cybersecurity, and data analytics.
• Ensure full compliance with federal procurement regulations (e.g., FAR), solicitation requirements, contract vehicles, and internal processes.
• Perform additional proposal-related duties as required to support the team and mission.
