Raytheon has an excellent opportunity within the Global Supply Chain Management (GSCM) Proposal Team for a Proposal Specialist. As a Proposal Specialist you will work closely with the GSCM team and gain valuable insights into other supply chain functions at Raytheon Technologies. This position will support competitive and simplified acquisition threshold Supply Chain related proposal activities. This great growth opportunity will provide an ambitious individual with the ability to interface and partner with external suppliers, and Supply Chain Leadership during pursuits of new and follow-on business. Throughout your time, you will gain a broad foundational understanding of Raytheon’s GSCM that will help to accelerate your career. The Proposal Specialist’s work will have a direct impact on Raytheon’s competitive posture in the defense market and on customer satisfaction. In this dynamic and fast paced environment, this candidate will be preparing request for proposals (RFPs) to be sent to suppliers in our Improved Material Pricing Proposal System (IMPPS), reviewing supplier quotations, performing price analysis, and pulling reports in Process Reinvention Integrating Systems for Manufacturing (PRISM) to prepare for Supplier Engagement. United States (U.S.) Citizenship status is required as this position may need a U.S. Security Clearance.

Requirements

  • Typically requires a University Degree or equivalent experience and minimum 2 years of prior relevant experience or An Advanced Degree in a related field.
  • Candidate should demonstrate self-starting, proactive characteristics, being able to work with limited supervision and take ownership for work scope.
  • Experience in Microsoft Office, especially Excel
  • Experience with general Supply Chain processes
  • The ability to obtain and maintain a U.S. government issued security clearance is required.
  • U.S. citizenship is required, as only U.S. citizens are eligible for a security clearance

Nice To Haves

  • Experience working in the Department of Defense (DoD) Aerospace & Defense industry
  • Familiarity with Federal Acquisition Regulation (FAR)
  • Familiarity with the Truth in Negotiations Act (TINA)
  • Candidate should demonstrate self-starting, proactive characteristics, being able to work with limited supervision and take ownership for work scope.
  • Strong organization skills, and the ability to work well with peers and management
  • Excellent oral and written communication skills
  • Ability to multitask and work well under pressure in a dynamic environment
  • Detail oriented with the ability to ensure that projects are completed on schedule following established procedures and schedules
  • Ability to analyze data (specifically using price analysis techniques to determine reasonableness of pricing)
  • Supplier management experience (Purchase Order placement, proposal reviews, Best Value Source Selections, Competition)
  • Experience working proposals from a Supply Chain or Finance perspective
  • Ability to resolve conflicts and problems quickly and effectively while maintaining independence and ethical behavior.
  • Ability to work collaboratively, open to sharing ideas and listening to others, open to new ways to drive improvements within the supply chain area.

Responsibilities

  • Issuing request for quote (RFQ) to suppliers and following up as required
  • Analyzing quotes upon receipt to ensure compliance to government regulations, public law, and Raytheon
  • Supporting simplified acquisition threshold sole source and/or competitive proposal efforts
  • Research and compile data for analytics from historical pricing data
  • Tracking and reporting metrics to Global Supply Chain Leadership team and Peers
  • Generating Basis of Estimates (BOE’s) to assist in the capture of new and repeat business
