The Proposal Manager is responsible for overseeing the proposal development process, ensuring that all proposals are compliant, compelling, and delivered on time. This role involves managing cross-functional proposal teams, coordinating the proposal schedule, and overseeing content development to ensure that proposals effectively communicate JIRACOR’s strengths and align with customer requirements. The Proposal Manager works closely with the Capture Manager and senior leadership to integrate strategy and technical content into persuasive, high-quality proposals.

Requirements

• Bachelor’s degree in Business, Engineering, or a related field (advanced degree preferred).
• Minimum of 10 years of experience in proposal management, preferably for government contracts.
• Strong understanding of proposal processes, including compliance, structure, and content development.
• Proven ability to manage proposal teams and coordinate resources to meet tight deadlines.
• Exceptional written and verbal communication skills, with the ability to develop high-quality written proposals.
• Proficiency with proposal management software (e.g., MS Office, SharePoint, proposal tools).

Nice To Haves

• Experience in the Training and Simulation industry or similar defense-related fields.
• Familiarity with ISO 9001:2015 and AS 9100:2016.
• PMP or similar proposal management certification is a plus.

Responsibilities

• Lead the proposal process from inception through submission, ensuring timely and compliant delivery.
• Develop proposal schedules, assign tasks, and ensure coordination between all proposal team members, including technical leads, subject matter experts (SMEs), and business development staff.
• Oversee the development of proposal content, ensuring it is accurate, compliant, and aligned with customer needs and JIRACOR’s strategic objectives.
• Implement rigorous quality control processes to ensure all proposals meet customer requirements, are internally consistent, and adhere to all compliance standards.
• Review drafts, edit content, and provide feedback to proposal contributors to enhance clarity, impact, and compliance.
• Manage proposal team activities, provide guidance, and ensure effective collaboration among internal stakeholders, including technical experts and senior management.
• Facilitate internal review sessions and proposal debriefs to ensure continuous improvement in the proposal process.
• Oversee the final proposal production and delivery, ensuring that all components are formatted correctly, all compliance requirements are met, and the proposal is submitted on time.
• Ensure all necessary proposal documents, such as pricing and technical appendices, are completed and included in the final submission.
