About The Position

We are looking for a dedicated Proposal Manager to join our team out of our office located in Blue Bell, PA. Reporting to Internal Sales Operations, the Proposal Manager operates in a matrixed environment and works closely with regional and global business development leaders, regional operations and delivery leaders, subject matter experts (SMEs), and marketing colleagues. The role provides functional leadership across assigned regions and pursuits and offers day-to-day guidance, editorial oversight, and mentorship/management of Proposal Coordinators. Requirements

  • Bachelor’s degree in Marketing, Communication, Business, or equivalent experience.
  • Minimum of 5 years of progressive experience supporting or leading qualifications, proposals, and sales submittals.
  • Demonstrated experience managing complex, multi-discipline pursuits in a professional services, A/E/C, or in regulated, technically complex industries.
  • Strong proficiency with Adobe Creative Suite, particularly InDesign; familiarity with CRM systems and database concepts
  • All interviews are conducted either in person or virtually, with video required.

Nice To Haves

  • Involvement in professional associations (e.g., APMP, SMPS, etc.) is a plus.

Responsibilities

  • Lead the planning, coordination, and execution of qualifications, proposals, and presentations from kickoff through submission.
  • Facilitate proposal kickoffs, strategy discussions, and internal reviews to align teams around win themes, differentiators, and pursuit strategy.
  • Work with delivery teams and SMEs to develop high-impact, competitive, and compliant proposal content.
  • Serve as the editorial lead, ensuring clarity, consistency, accuracy, and adherence to IPS brand, quality, and client requirements.
  • Partner with business development leaders to support go/no-go discussions and pursuit planning.
  • Contribute to the development of win strategies, positioning, and value propositions for priority pursuits.
  • Leverage the global IPS network to identify relevant experience, expertise, and resources to strengthen proposals.
  • Work in close collaboration with the Content Specialist to develop and continuously improve qualification and proposal content, including project descriptions, resumes, experience matrices, safety and quality statistics, and capability statements.
  • Capture lessons learned and best practices to improve proposal effectiveness and consistency.
  • Ensure all submittals comply with corporate identity standards and client confidentiality requirements.
  • Maintain visibility into the opportunity pipeline to support pursuit planning and workload forecasting.
  • Coordinate with CRM Administrator and Internal Sales Operations to ensure opportunity data supports proposal development and reporting needs.
  • Provide guidance, coaching, and mentorship to Proposal Coordinators. May have the opportunity to manage a Coordinator as necessary.
  • Support continuous improvement of proposal processes, tools, and templates across regions.
