We are currently seeking a Proposal Manager to join our team. In this crucial role, we are seeking an individual to lead the full lifecycle of the proposal response process from analysis of RFP to final production and submission of proposals.

Requirements

  • Bachelor’s degree required.
  • Minimum of 8 years of relevant experience, including at least: 3 years as a Proposal Manager supporting federal, state, and/or local government solicitations, and 1 year of experience with an A/E/C-related firm.
  • Strong leadership, interpersonal, and organizational skills with the ability to work effectively across disciplines and levels of the organization.
  • Excellent time-management skills and the ability to thrive in a fast-paced, deadline-driven environment.
  • Exceptional proposal writing skills, with the ability to clearly and persuasively communicate technical and strategic information.
  • Proven ability to manage multiple proposals simultaneously while balancing competing priorities.
  • Demonstrated ability to research, synthesize, and distill information from multiple sources into cohesive, compelling, and compliant proposal responses.
  • Strong proofreading and technical editing skills with a high attention to detail.
  • Excellent verbal and written communication skills, including the ability to present ideas clearly and succinctly in a variety of settings.
  • Ability to accept and incorporate constructive feedback to improve work product.
  • Ability to work independently as well as collaboratively in a team environment.
  • Strong proficiency in Microsoft Word and Excel.
  • Working proficiency in Adobe InDesign, or the ability to learn it quickly, required.

Responsibilities

  • Coordinate and prepare proposals and responses to RFIs for federal, state, and local government solicitations, ensuring full compliance and on-time delivery.
  • Lead and participate in all phases of the proposal lifecycle, including go/no-go discussions, kickoff meetings, storyboarding, win strategy development, review sessions, and final production.
  • Develop proposal strategies in collaboration with leadership and technical teams, translating win strategies into clear themes, value propositions, and compelling narratives.
  • Self-manage proposal production, including scheduling, coordination, writing, editing, graphics integration, and final submission.
  • Write and edit proposal content based on information from subject matter experts, independent research, and personal knowledge of the A/E/C and construction management industries, including project execution plans, project descriptions, resumes, and compliance responses.
  • Establish priorities, schedules, and target dates to meet aggressive proposal deadlines while managing multiple simultaneous pursuits.
  • Develop original content that demonstrates a thorough understanding of Procon’s personnel, projects, and market positioning within the A/E/C and CM industry.
  • Ensure proposals are well-organized, persuasive, visually engaging, and fully compliant with RFP requirements.
  • Coordinate and facilitate proposal review sessions, incorporating feedback and ensuring quality control through proofreading and technical editing.
  • Participate in the ongoing development, refinement, and maintenance of the firm’s proposal and information database.
