About The Position

The Proposal Manager plays a critical role in securing new business by leading high-quality proposals in response to RFPs, RFQs, RFIs, and other solicitations in the U.S. and Canada, covering tolling systems, back office systems, traffic management systems, intelligent transportation systems (ITS), and Connected Vehicles solutions, among others. May occasionally assist with transit systems proposals as well. Responsible for overseeing all the logistics of proposal development—from reviewing and interpreting RFP requirements to organizing contributors across business development, finance, legal, IT, other SME teams, and vendors/subcontractors. This role directs every stage of proposal creation, from assigning tasks (in collaboration with Business Development and corporate Bid Office) to timely submissions. This role ensures proposals are compliant, persuasive, and strategically aligned with company goals. The ideal candidate is an exceptional communicator with strong project management skills, attention to detail, and experience navigating complex submissions. U.S. Citizen or Green Card Holder Status Required.

Requirements

  • Bachelor’s degree in Business, Public Administration, Communications, English or related field.
  • Ability to understand complex technological solutions and effectively communicate their value.
  • 3–5 years of experience supporting proposals and business development in proposal management and/or pricing management capacity, in government contracting, preferably state and local. Experience in transportation systems, particularly tolling, traffic and ITS preferred.
  • Familiarity with federal, state/local, or commercial procurement environments. Understanding of RFP processes and compliance requirements.
  • Excellent organizational and project management abilities.
  • Proficiency with proposal tools (e.g., SharePoint, Adobe, MS Office, Excel). Familiarity with proposal automation platforms, Visio, MS Project and cost analysis tools preferred.
  • Strong interpersonal and facilitation skills
  • Language: Fluent English.

Nice To Haves

  • Experience in transportation systems, particularly tolling, traffic and ITS preferred.
  • Familiarity with proposal automation platforms, Visio, MS Project and cost analysis tools preferred.
  • Proficiency in Spanish preferred.

Responsibilities

  • Review RFP documents, including exhibits, technical and pricing requirements, and administrative volume requirements. Analyze solicitation requirements and ensure all instructions, evaluation criteria, and compliance elements are addressed.
  • Lead the end-to-end proposal development process, including kickoff, schedule creation, assignments, and delivery.
  • Collaborate with Business Development in determining win strategies and themes.
  • Work with technical writing team to develop proposal outlines, as well as other templates compliance matrices, as needed
  • Collaborate with cross-functional teams, to gather information for technical proposal development. Facilitate meetings and review sessions with SMEs, delivery/operations teams.
  • Manage communication with subcontractors for scope understanding, technical proposal inputs and vendor/subcontractor pricing collection.
  • Coordinate with pricing, contracts, legal, insurance, bonding and other teams to produce cohesive proposal packages, including forms and administrative actions.
  • Collaborate with Technical Writers to help obtain SME content. Review content to validate that the proposal content is compliant and communicates the offer with clarity, consistency, and alignment with customer needs and win themes.
  • Coordinate compliance checks, content reviews, and final quality control inspections to make sure proposals meet quality standards.
  • Oversee timely and compliant electronic and/or hard-copy submissions.
  • Maintain record for audit and lessons-learned purposes.
  • Collaborate with Technical Writers to maintain proposal libraries, boilerplate content, and best-practice resources.
  • Coordinate cost collection from vendors, analyze for completeness and cost reasonableness, and validate cost efficiency of vendor offers.
  • Assist Business Development with research and evaluation of market values and comparable competitor pricing and conduct historical and competitive data analysis for developing Price-to Win models.
  • Assist Bid Office/pricing team as needed.
