Requirements

  • Minimum of Bachelor’s degree in English, Communications, or Business Management discipline.
  • Minimum 5 years of experience in authoring, editing, and formatting complex project related documentation.
  • Minimum 5 years of experience as a Proposal Manager for Government solicitations.
  • Requires formal training and/or certification or real world experience for Proposal or Capture Management.
  • Proficiency in Microsoft Office (Word, Excel and PowerPoint) and Adobe Acrobat with heavy emphasis on Microsoft Word (advanced DTP/formatting skills required).
  • Proficiency in using Microsoft Outlook for scheduling meeting attendance and conference rooms.
  • Proficiency in using Microsoft SharePoint or similar knowledge management platform to provide configuration management and version control of proposal documentation.
  • Proficiency in using Microsoft Teams or similar messaging and collaboration platform.

Nice To Haves

  • Master’s degree preferred.
  • APMP certification or Shipley course completion highly preferred.

Responsibilities

  • Interpret solicitation and sources sought requirements; determine and document structure and format of artifacts to be developed (aka Production Outline); plan schedule for solutioning, storyboard activities, writing, pens down, team progress tag-ups, and color team reviews; and assist in identifying resources (authors, reviewers, graphics) required to prepare responses.
  • Lead Proposal Kickoffs communicating the requirements, evaluation criteria, resource needs, schedule and potential risks and issues to functional leads and executive leadership.
  • As required, lead Author Kickoffs communicating the requirements, evaluation criteria, resource needs, schedule and potential risks and issues to Book Bosses and Authors (and including team partners).
  • Coordinate and manage a cross-functional team of technical, business, and financial experts in the creation of responses to Government Requests for Information, Requests for Quote, and Requests for Proposals.
  • Lead team progress tag-ups on a regular cadence, report progress of each deliverable through color team reviews, and identify proposal team performance and schedule risks to direct manager, cognizant capture manager, cognizant business development account lead, and operations leadership.
  • Prepare guidance and annotated templates for authors to develop response artifacts.
  • Prepare supporting materials (such as checklists to evaluate artifacts for compliance, clarity, and compelling) for color team reviews.
  • Act as the primary compliance evaluator for color team reviews of artifacts.
  • Facilitate color team reviews and author debriefs that help move deliverable artifacts progressively through pink, red, and gold team reviews.
  • Interface with and collaboratively co-produce content with a diverse range of technical and operations staff including senior executives, program managers, and subject matter experts.
  • Provide Technical Editing and Desktop Publishing (DTP) skills in support of responses to Government Requests for Information, Requests for Quote, and Requests for Proposals.
  • Lead White Glove and Staging activities to prepare response artifacts for final delivery.
  • Provide operational Knowledge Management and version control for solicitation and sources sought requirements documents and associated amendments/modifications.
  • Lead the delivery of proposal artifacts using Government portals.
  • Provide similar support as the above duties for other sales and marketing communications.
