About The Position

We’re seeking a Proposal Manager to join our growing capture and proposals team. In this role, you will be responsible for crafting clear, persuasive, and compliant written materials that communicate OpenAI’s value to government customers. You’ll collaborate closely with capture lead, technical subject matter experts, legal, and product teams to produce high-quality proposals, RFx responses, white papers, and related materials. This is an ideal role for someone with 5–10 years of experience in government proposal writing who thrives on turning complex technical ideas into compelling narratives and enjoys working across functions in a fast-paced environment. This role is based in Washington, DC.

Requirements

  • 5–10 years of experience writing and editing technical proposals or RFx responses for government customers (federal or state/local).
  • Strong understanding of government proposal structures and common acquisition frameworks (e.g., RFP, RFQ, IDIQ, GWAC, CSO).
  • Exceptional writing and editing skills, with the ability to translate complex technical concepts into clear, persuasive narratives for both technical and non-technical audiences.
  • Experience working with cross-functional teams under tight deadlines.
  • Highly organized, detail-oriented, and able to manage multiple concurrent deadlines.
  • Curiosity about emerging technology and enthusiasm for learning how AI can transform government missions.
  • TS/SCI clearance.

Nice To Haves

  • Familiarity with basic compliance concepts (FAR/DFARS, FedRAMP, security clearances) is a plus, but not required.
  • Are detail oriented and have a project management mindset, managing projects to meet deadlines.

Responsibilities

  • Drive Capture and Proposal Strategy: Coordinate with Capture and Sales leadership to identify opportunities, develop deal qualification processes, shape customer requirements, and position OpenAI products and services to maximize impact.
  • Develop Proposal Content: Write, edit, and format proposal sections and supporting documents, ensuring clarity, consistency, and alignment with solicitation requirements and OpenAI’s mission.
  • Create Tools: Using OpenAI products (ChatGPT, Codex, etc.), create tools for use in developing whitepapers, proposals, RFI responses, and other documentation.
  • Pricing: Develop pricing for ROMs and proposals. Develop price-to-win strategies. Write pricing volumes; work with technical teams to document and write to assumptions throughout the proposal.
  • Coordinate Across Teams: Work with capture leads, product and engineering SMEs, legal, and sales to gather inputs, clarify technical concepts, and ensure submissions reflect the best of OpenAI’s capabilities.
  • Ensure Compliance: Review solicitations, amendments, and instructions to ensure all proposal materials meet government acquisition regulations and submission requirements.
  • Support Proposal Production: Contribute to proposal schedules, outlines, and compliance matrices; assist with document management, version control, and final production.
  • Maintain Knowledge Base: Help build and refine a content library, templates, style guides, and reusable materials to improve proposal efficiency and quality.
  • Contribute to Strategic Messaging: Work with capture leads to identify win themes and value propositions, integrating them effectively throughout written deliverables.
  • Learn and Grow: Engage with frontier AI technologies and public sector missions, gaining increasing ownership of writing and messaging strategy over time.
