Requirements

  • 10+ years of hands-on experience managing and writing federal government proposals with a strong personal win record.
  • Proven experience across multiple federal contracting vehicles and portals such as GSA MAS, SeaPort NxG, eFAST, OASIS+, STARS III, and sam.gov.
  • Exceptional writing and editing skills, with the ability to communicate complex technical concepts clearly and persuasively.
  • Demonstrated ability to manage multiple concurrent proposals and shift between proposal management and writing roles as needed.
  • Strong knowledge of Shipley-based proposal processes and disciplined adherence to CMMI or ISO-aligned procedures.
  • Working knowledge of generative AI and AI-assisted proposal tools, with a data-driven approach to continuous improvement.
  • Advanced proficiency in Microsoft Word, PowerPoint, Excel, and SharePoint for collaborative development and version control.
  • Strong leadership, communication, and stakeholder management skills.
  • U.S. citizenship required, with the ability to obtain a TS/SCI clearance.

Responsibilities

  • Own the full proposal lifecycle for multiple federal bids, from RFP analysis and kickoff through compliant, on-time submission.
  • Develop clear, persuasive technical and management narratives aligned with evaluation criteria and win themes.
  • Lead win strategy development by extracting differentiators from subject matter experts and translating them into compelling proposal messaging.
  • Coordinate cross-functional contributors including SMEs, program managers, pricing, contracts teams, and external partners.
  • Manage proposal schedules, compliance matrices, color team reviews, and final production activities.
  • Leverage CRM tools, proposal platforms, and AI-driven solutions to improve speed, quality, and consistency.
  • Support bid and no-bid decisions through rapid risk, gap, and probability-of-win assessments.
  • Continuously improve proposal processes, templates, playbooks, and content libraries to support scalable growth.
