About The Position

The Proposal Manager and Grant Writer supports government programs and business capture efforts by assisting Program Managers, driving assigned actions to completion, managing bid activities, and preparing government responses to Requests for Information (RFI), Sources Sought (SS), Requests for Quote (RFQ), and Requests for Proposal (RFP). This position collaborates with Program Managers, Business Development Managers, and functional managers to design and implement program and business development strategies for the government market. Additionally, this role assists potential customers and agencies in identifying, writing, and submitting federal grant applications.

Requirements

  • A bachelor’s degree in Journalism, Marketing, English, Communications, or related field required.
  • At least five years of combined experience in bid/proposal management and/or technical writing is required.

  • Ability to manage multiple tasks simultaneously, meet deadlines, and exceed goals in high-pressure situations.
  • Understanding and application of business concepts: finance, marketing, management, and strategy.

  • Ability to work independently and productively with minimum supervision.
  • Ability to recognize problems, identify possible causes, and resolve routine problems.
  • Excellent communication skills (written and visual).
  • Excellent writing / editing / proofreading skills.
  • Exceptional time management and organizational skills.
  • Excellent judgment and discretion.
  • Advanced skills in Microsoft Project, Excel, Word, PowerPoint, SharePoint and other document management software proficiency required.

Nice To Haves

  • Knowledge of government contracting, the FAR and DFARS preferred.
  • Knowledge of Defense Acquisition (DoD 5000) preferred.
  • Understanding of standard types of contracts (FFP, CP, T&M, IDIQ) and of the full procurement and contract life cycle from cradle to grave preferred.
  • Shipley Training in proposal management preferred.

Responsibilities

  • Leads technical, management and business proposals, presentations, and other marketing products in response to RFPs, RFQs, SS, etc. for U.S. based contract opportunities.
  • Coordinates proposal schedules, content creation, and reviews, including writing and editing to ensure uniformity, clarity, and readability of proposals.
  • Leads the proposal development efforts and supports other proposal managers by coordinating proposal schedules, content creation, and reviews, including writing and editing to ensure uniformity, clarity, and readability of proposals.
  • Ensures final contract documents are consistent with contractual requirements and US Government formatting.
  • Ensures effective and compliant proposal administration and recordkeeping.
  • Creates and maintains proposal compliance matrices, proposal plans, and schedules to ensure timely completion of deliverables, milestones, and final delivery of proposals.
  • Coordinates the development of capture plans with business development.
  • Supports Program Managers and Integrated Project Teams with compiling meeting notes, tracking of action items, and organizing project documents.
  • Maintains the Library of previous proposals, forms, and templates to minimize new ork for each new proposal. Ensure the library is updated with current and relevant information.
  • Prepares internal and customer presentations.
  • Other duties as assigned.
