About The Position

JR176174 Proposal Development Consultant The Proposal Development Consultant plays a key role in leading the proposal lifecycle by driving complex RFIs and RFP response projects end-to-end. This position is responsible for developing compelling, high-quality proposals that effectively communicate Carelon’s value, align with client needs, and support organizational growth objectives. The Proposal Development Consultant is responsible for understanding and leading the proposal process and managing cross-functional resources and subject matter experts to complete accurate, relevant proposal responses. The Proposal Development Consultant will also ensure the quality and completeness of the technical writing. Location: Hybrid 1: This role requires associates to be in-office 1 day per week, fostering collaboration and connectivity, while providing flexibility to support productivity and work-life balance. This approach combines structured office engagement with the autonomy of virtual work, promoting a dynamic and adaptable workplace. Requirements

  • Requires a BA/BS degree and a minimum of 5 years of related experience; or any combination of education and experience, which would provide an equivalent background.

Nice To Haves

  • Strong background in proposal management or business development within healthcare or related industries.
  • Familiarity with healthcare terminology, trends, and market dynamics.
  • Experience writing to Medicare, Medicaid, and government bids.
  • Meticulous attention to detail and the ability to manage multiple priorities under tight deadlines.
  • Collaborative mindset with the ability to influence and engage stakeholders across disciplines.
  • Candidates from all states are welcome, but they must reside within commuting distance of a Pulse Point office location where we have an office to be considered.

Responsibilities

  • Lead the Proposal Response Project: Oversee and manage the proposal process, ensuring all deliverables meet deadlines, requirements, and strategic objectives.
  • Drive Strategic Coordination: Serve as the central point of contact for each pursuit, aligning cross-functional teams—including sales, product, clinical, legal, and operations—to create cohesive, client-focused responses.
  • Manage Content Quality and Consistency: Ensure complex proposals reflect a unified voice, consistent messaging, and compelling narratives that clearly articulate Carelon’s differentiators and value proposition.
  • Champion Process Excellence: Maintain proposal standards, manage timelines, and ensure all submissions comply with internal review processes, legal/compliance guidelines, and brand requirements.
  • Collaborate to Win: Partner with sales and business leaders to understand client needs, translate solutions into compelling content, and deliver materials that strengthen Carelon’s competitive position.
  • Continuously Improve: Identify opportunities to streamline proposal operations, enhance content libraries, and advance best practices in proposal management and design.
