About The Position

Performs intermediate work in property tax exemption administration, assessment limitations, and non-homestead assessment administration in the Office of the Property Appraiser (OPA). Employees in this class are responsible for examining, evaluating, and reconciling financial transactions. investigating, inspecting and calculating various property tax exemption applications, records, evidence, and facts, to determine benefit eligibility and level of eligibility; examining, evaluating, and identifying changes in property ownership and changes in control of ownership documents and records related to non-homestead assessments; prepare evidence and records and defend OPA decisions for rudimentary Value Adjustment Board (VAB) legal hearings; conducts exemption investigations; review and audit exemptions work product; Is heavily engaged in dealing with customers both in the office and through outreach events.

Requirements

  • Bachelor's Degree in Business Administration, Real Estate, Accounting, Finance, Legal Studies, Public Administration, or related degree; or high school diploma or GED, and two years related experience, and at least 3 IAAO courses towards a Certified Florida Evaluator designation.
  • Ability to read, speak, write, and understand English to effectively communicate with customers and employees via telephone, in writing, or face-to-face.
  • Ability to operate a computer keyboard, calculator, telephone, and similar office machines.
  • Ability to sit for extended periods of time.
  • Regular attendance at the designated workplace and adherence to the scheduled hours.
  • Capability to lift items weighing up to 15 pounds occasionally.
  • Ability to walk over uneven terrain to conduct appraisals of property structures.
  • Capability to climb stairs in order to conduct appraisals of property structures.
  • Skills in bending, stooping, and kneeling to take measurements and perform appraisals.
  • Ability to travel throughout Miami-Dade County as required and needed.

Responsibilities

  • Intakes and processes property tax exemption applications.
  • Investigates, researches, and examines facts, evidence, records, documents, and statements reconciling with property tax roll data to determine and evaluate eligibility and level of eligibility of homestead and related exemptions, and assessment differentials for current and prior year exemptions.
  • Prepares related property tax records and forms for Department of Revenue, Tax Collector, and Clerk of Courts.
  • Evaluates and calculates exemptions and assessment differentials.
  • Examines, evaluates, and investigates organizational documents, financial records, Internal Revenue Service documents, licenses, accreditation, tax returns, salaries, operations, fees, gifts, bonuses, gratuities, drawing accounts, commissions, loans, obligations, compensations, contracts, management, procurement, reserves, services, provision of goods and supplies, mortgages, liens, encumbrances upon the property or other purposes, charges, maintenance, and operational expenses for Ad Valorem/Institutional exemptions (non-profit and educational organizations).
