We are currently looking for a Projects & Contracts Billing Manager to join our dynamic, fast-paced, and growing team. The Projects & Contracts Billing Manager will be responsible for providing advanced financial analysis and support for the operations division. This role involves analyzing financial data, developing forecasts and budgets, and improve cost performance and financial outcomes. The ideal candidate will have a strong background in financial analysis, operations management, and data-driven decision-making. The Manager will be customer focused and have high regard for customer satisfaction and engagement. This role will be supporting high-quality government projects and will have direct engagement with internal project leaders and key stakeholders. The Manager will collaborate closely with operational leaders and other departments to ensure financial goals are met and resources are utilized effectively.

Requirements

  • Bachelor’s degree in Finance, Accounting, Business Administration, or related field required.
  • US Citizenship
  • Minimum of 7+ years of experience in financial analysis, with at least 3 years in a supervisory role.
  • Demonstrated financial and operational background including financial operations, key industry metrics financial modeling and ROI analysis.
  • Experience with Government Contracts (CARS, FARS, and DCAA) and contract types (Cost Plus, Fixed Price, T&M, etc.)
  • Well-developed communication and interpersonal skills with all levels of employees, management, executives, and other organizations problem-solving, critical thinking, negotiating and decision-making skills
  • Strong management skills: the ability to influence and engage colleagues and clients; experience in building a team, with cross-organizational collaboration.
  • Ability to obtain the level of Navy badging required of this level position
  • Mature Customer Service and Client Communications skills.
  • Advanced proficiency in Microsoft Excel
  • Proficient in Microsoft Outlook, Word, and Power Point
  • Certified PMP or equivalent knowledge of Program Management Systems and Processes through demonstrated experience is acceptable.

Responsibilities

  • Financial Analysis: Conduct in-depth financial analysis to support operational decision-making, including cost analysis, profitability analysis, and variance analysis.
  • Perform financial modeling specific to government contract requirements, including indirect rate application, burden structures, fee calculations, and allowable/unallowable cost considerations under FAR and DFARS.
  • Prepare detailed financial reports and dashboards that provide insights into operational performance, trends, funding status, and contract financial impacts for government and commercial programs.
  • Budgeting and Forecasting: Oversee and manage project budgets, including tracking actual costs against planned costs and forecasting future costs for both firm-fixed-price and cost-reimbursable government contracts.
  • Develop and manage annual budgets and multi-year forecasts for the operations division, aligning with contract funding limitations, contract modifications, and incremental funding requirements.
  • Collaborate with departmental leaders and program managers to gather and analyze budgetary and forecasting data related to labor planning, materials procurement, subcontractor usage, and indirect rate changes.
  • Monitor budget performance, including burn rates, funding status, and forecasted contract ceilings, and provide recommendations for adjustments as needed to maintain compliance with government cost principles.
  • Cost Management: Analyze project costs, identify cost variances, and investigate the reasons for discrepancies, ensuring alignment with government cost accounting standards and proper cost allocations under CAS, FAR Part 31, and DCAA guidance.
  • Analyze and report on operational costs—including labor, materials, travel, ODCs, and overhead—for government-funded projects, ensuring compliance with allowable cost rules.
  • Identify cost-saving opportunities and recommend strategies to improve cost efficiency without compromising contract performance or compliance.
  • Track and report on cost reduction initiatives and their impact on overall budget and contract profitability.
  • Track expenses and financial activities for key projects, ensuring proper documentation and audit readiness per government auditing standards.
  • Performance Measurement: Develop and maintain key performance indicators (KPIs) to measure operational efficiency and effectiveness, including contract-specific metrics such as EVMS indicators (if applicable), burn rate analysis, and billing timeliness.
  • Analyze performance metrics and provide actionable insights to senior management to drive improvements in contract execution and financial outcomes.
  • Data Management: Collect, validate, and manage financial data from various sources to ensure accuracy, consistency, and compliance with government documentation and reporting requirements.
  • Review transactional-level data and ensure complete and accurate customer invoicing, including preparation of government-compliant billing packages (e.g., cost vouchers, progress billings, WAWF submissions).
  • Strong data querying skills to utilize advanced data analysis tools and techniques to support financial decision-making, including rate modeling, revenue recognition scenarios, and contract funding projections.
  • Manipulate and customize data to meet the required needs and criteria of government customers and auditors, including ad hoc analysis requests, audit support, and contract reporting.
  • Government Contracts & Billing: Manage full lifecycle financial administration of government contracts, ensuring compliance with FAR, DFARS, CAS, DCAA requirements, and agency-specific regulations.
  • Support the preparation, review, and submission of invoices in accordance with contract type (Cost Plus, T&M, Firm Fixed Price) and government customer requirements, including WAWF/iRAPT verification and reconciliation.
  • Maintain accurate tracking of funded vs. unfunded contract amounts, contract ceiling limitations, and incremental funding to avoid cost overruns or unauthorized work.
  • Collaborate with program managers to ensure accurate ETC/EAC updates, obligation vs. expenditure tracking, subcontractor cost alignment, and compliance with Limitation of Funds (LOF) and Limitation of Cost (LOC) clauses.
  • Prepare documentation required for government audits, including DCAA incurred cost submissions, provisional billing rate submissions, and cost element reconciliations.
  • Monitor indirect rate impacts on government programs and collaborate with leadership on provisional billing rate updates and final rate settlements.
  • Ensure proper revenue recognition according to contract terms and accounting standards.
  • Strategic Support: Provide financial insights and recommendations to support strategic initiatives, contract pricing decisions, proposal development, and operational improvements.
  • Collaborate with cross-functional teams—including Contracts, Program Management, and Business Development—to develop and implement strategies aligned with business goals, competitive pricing, and compliance requirements.
  • Reporting and Communication: Prepare and present financial analysis, contract status reports, funding profiles, and billing summaries to senior management and government stakeholders.
  • Communicate financial insights effectively to non-financial stakeholders, ensuring clarity around contract financial health, risks, ETC/EAC changes, and budget constraints.
  • Compliance and Controls: Ensure compliance with financial regulations, company policies, government contract requirements, and internal controls across all financial and billing activities.
  • Identify and address discrepancies related to financial data, contract reporting, billing, cost allocations, and audit findings.
  • Maintain audit readiness for government and internal audits by ensuring complete documentation, transparent methodologies, and adherence to approved accounting practices.
  • Process Improvement: Identify opportunities to enhance financial tracking, government billing processes, rate modeling tools, and contract performance reporting.
  • Implement best practices and streamline financial reporting procedures to increase accuracy, efficiency, and compliance with government standards
  • Team Leadership and Development: Manage and mentor a team of financial analysts or staff, providing guidance, support, and professional development opportunities.
  • Conduct performance evaluations, set goals, and foster a collaborative and high-performance team environment.
  • Support the recruitment, training, and development of finance team members.
