About The Position

This position plays a lead role in the management and oversight of environmental impact analysis studies in support of major transportation investments, including compliance with the National Environmental Policy Act (NEPA) and related federal, state, and local environmental requirements. Responsibilities include coordinating environmental technical disciplines, managing environmental documentation (such as EIS, EA, and Categorical Exclusions), and ensuring environmental considerations are fully integrated into transportation planning, engineering, and decision-making. This position is also responsible for the management of highly complex transportation planning studies at the system, corridor, and project level, frequently serving as the team leader. Develops work programs, prepares RFPs for professional services, selects and manages consultants and DART staff in executing project tasks, schedules, and budgets. Presents study results to DART Board and regional policy makers. Serves as a liaison between community officials and DART Board of Directors to ensure local agency issues and concerns are addressed as part of project planning, engineering and construction.

Requirements

Bachelors’ degree in Urban Planning, Transportation Planning, Transportation Engineering or a related field.
Eight (8) years progressively responsible rail transit planning experience, especially LRT, commuter rail or streetcar, including four (4) years directing and overseeing a professional staff involved with rail transit projects, system planning or corridor planning.
Knowledge and experience with coordinating activities between multiple departments, disciplines, federal programs and agencies.
Excellent writing, communication, and organizational skills.
Interpersonal skills to sensitively communicate with all levels of supervisor and non-supervisory employees, government and civic leaders, Board members and others inside and outside of DART.
High level of analytical skills to find solutions to complex professional, technical, and administrative problems.
Proficiency of PC software applications to include Microsoft Office, database, established telecommunications equipment or other related software applications.
High level of proficiency in performing complex and difficult professional and technical work such as managing construction contracts, directing staff, and negotiating disputes.
Analytical and creative skills to find solutions to complex and technical problems.
Working knowledge of federal, state, and local laws and regulations governing engineering and construction contracts; overseeing and organizing the work of others; systems, techniques, principles, materials, and equipment to be used.

Responsibilities

Acts as project manager for system planning studies, corridor planning projects, and facility planning studies. Tasks typically include environmental impact analysis, alternative analysis, and preliminary engineering.
Oversees and assists other Project Managers with project strategy management.
Performs technical analysis; interprets technical data and makes presentations to the Board and elected officials.
Provides contract management duties overseeing the work of contractors/consultants.
Evaluates and counsels consultant staff on work performance and task objectives.
Coordinates with Finance Department on the development of a 5-year capital improvement program (CIP) companion document to the DART Financial Plan, aligning projects and programs with agency strategic priorities.
Directs and/or manages coordination and development of technical grant application needs including scope, budget, and/or support for evaluation criteria requirements.
Prepares scopes of work for professional services and manages consultants and DART staff in executing studies or projects within schedule and budget.
Manages multiple tasks under the General Planning Consultant (GPC) contract and performs task management duties overseeing the work of contractors/consultants.
Ensures compliance with project budgets, schedules, and oversees quality control of work program and work products.
Provides guidance in the development, interpretation and application of DART policies and procedures.
Develops and monitors portions of department work program and transportation planning projects.
Reviews data adequacy, approval of methodologies, compliance with project budgets, schedules, and quality control of work program and work products.
Analyzes and uses results from travel demand forecasting model, spreadsheets, and other databases.
Prepares a variety of technical reports, responds to inquiries, and develops surveys and other data collection methods as needed.
Performs other related duties as assigned.
