About The Position

The Project Manager is responsible for managing the activities of the State Small Business Credit Initiative (SSBCI) project from point of offer acceptance through funding disbursement for projects undertaken by businesses and organizations such as municipalities, and not-for-profits, and local economic development organizations. This position will ensure the effective management of all New York State's federally funded State Small Business Credit Initiative (SSBCI) program. Federal funding for this position is anticipated for a ten-year timeframe.

Requirements

  • Bachelor's degree in business, liberal arts and sciences, public administration, urban planning, or similar fields; or associate’s degree with an additional 2 years of direct/relevant experience.
  • 3+ years’ experience preferred in one or more of the following fields: Familiarity with small business issues, interest in entrepreneurship, knowledge of community development financial institutions, or community development, and/or nonprofit management or government programs and policies.
  • Excellent written and verbal communication skills, strong organization, problem solving, time management, and analytical skills. Ability to efficiently manage multiple projects/tasks simultaneously, take initiative, and work independently. Familiarity with business, not-for-profit, and governmental agencies, and general knowledge.

Responsibilities

  • General management of an extensive portfolio of active SSBCI loans, including review of applications, management of approval and funding process, compiling, and reviewing information, negotiating terms, preparing directors approval documents and contracts, presenting projects, and attending off-site meetings.
  • Works directly with the SSBCI Director of Programs, the Capital Access Team and other Team Management.
  • Attend SSBCI meetings, working groups and office hours hosted by the U.S. Treasury, and report back to the team on the presentation.
  • Works with contracted vendors in creating documentation, procedures, policies, and controls.
  • Maintain compliance through careful monitoring of policies and procedures. Maintain proper record keeping (electronically and physical copies) of program reports, data, lender information, loan closing documents, and other related files.
  • Handle quarterly and annual reporting for all SSBCI programs managed by the Capital Access Team.
  • Be able to prepare budget, forecasts, administrative, reports, and cashflow sheets for Team Management, when requested.
  • Be knowledgeable of all SSBCI programs managed by the Capital Access Team and be able to present on programs.
  • Maintain stakeholder contact lists and promote programs to increase activity and overall program success.
  • Assist the team with reaching 80% utilization of the second tranche and third tranche and work towards the successful deployment of SSBCI money.
  • Administer program trainings to stakeholders, and recruit new lenders to participate in programs, if needed.
  • Research and develop ideas to increase lender and small business participation in our programs.
  • Manage risks and dependencies, escalate obstructions, provide input on resolutions.
  • Manage contractors and partners.
  • Be the point person for Track 2 TA providers under the SSBCI TA Grant Program and support related-program management activities.
  • Ensure that project information is accurate and, in the web-based project tracking database.
  • Design metrics that effectively measure and track success.
  • Coordinate with internal contacts (Origination, Finance, Contractor and Supplier Diversity, Legal) in the preparation of board of directors’ approval materials, contracts, project status reports, and other documents appropriate for the review/management of projects.
  • Review requests for disbursement, perform desk audits, work with project attorneys for loan closing, and oversee grant disbursements.
  • Assume a variety of Department-wide responsibilities as assigned, such as writing briefing memos, preparing complex spreadsheets, reviewing, and improving processes, ensuring compliance with regulatory requirements, and managing data and budget information.
  • Ability to work effectively under pressure situations, changing priority and tight deadlines.
  • Other projects assigned by SSBCI Senior Team, if applicable.
