About The Position

This position reports to the Logistics Unit Manager.  This position has the potential to be housed statewide. Under the direction of the Logistics Manager, the Project Manager performs complex project management work and other tasks related to implementation of legislative and leadership-directed initiatives and process improvement efforts related to the regulation of long-term care providers.  Work involves coordinating the planning, initiation, and managing of projects through completion and close out; monitoring the progress and schedule of projects; and communicating with stakeholders, management and other relevant parties.  Works with HHS system staff on development, implementation and oversight of initiatives to improve quality, efficiency, and cost effectiveness; and provides recommendations for executive management consideration.  The Project Manaager is  responsible  for engaging key stakeholders, managing stakeholder expectations and maintaining positive relationships with other partnering departments within Long-Term Care Regulatory (LTCR) or other areas of the agency.  Must be able to work under minimal supervision with extensive latitude for the use of initiative and independent judgment, and complete other duties as assigned.

Requirements

  • Knowledge of State of Texas legislative processes and the impact to the agency operations.
  • Experience in working in health and human services with particular experience with long-term care providers preferred.
  • Knowledge and experience using project management methodologies and practices; to establish project goals and objectives; to exercise sound judgment in making critical decisions; to identify project risks and gaps; to develop mitigation or response plans to address identified risks and issues; to prepare project reports; to communicate  project objectives effectively; and to plan, assign, and/or delegate work project to team members.
  • Experience managing and leading projects that are complex in scope, including projects involving systems changes, advisory and state oversight entities, and state and federal laws and regulations relevant to the administration of the project undertaken.
  • Skill in developing and managing project schedules, including managing multiple and competing priorities without jeopardizing deadlines and desired outcomes or milestones.
  • Skill in synthesizing, analyzing and evaluating highly complicated and technical information and translating it to easily understandable and concise documents and oral presentations for agency leadership, stakeholders, elected officials and/or the public; in written and oral communication.
  • Ability to problem solve, manage conflict resolution, negotiate among stakeholders with competing agendas, coordinate and facilitate large cross-departmental groups, and build strong collaborations and partnerships with diverse internal and external stakeholders.
  • Ability to innovate and continually improve workplace practices and processes.

Nice To Haves

  • Project Management Professional (PMP) certification preferred but not required.
  • Experience in working in health and human services with particular experience with long-term care providers preferred.

Responsibilities

  • Manages, develops, oversees and evaluates projects and governance processes using accepted project management methodologies.
  • Develops project charter, schedules, work plans, resources requirements, and cost estimates and projections.
  • Communicates and explains project scope, work plan, risks/issues, progress and status to leadership, interested groups, and team members and receives and incorporates feedback.
  • Performs other work as assigned such as advanced research on highly complex topics, assessment, analysis, and evaluation of regulations and communications, professional literature, and other publications.  Other work assigned may include special projects assigned by LTCR leadership.
