Digital Consultants seeks a Project Manager to support the National Center for Advancing Translational Sciences (NCATS) Cybersecurity Support Services (CSS) contract. The Project Manager will lead delivery of cybersecurity and compliance services supporting the NCATS integrated scientific and IT environment, ensuring protection of sensitive research systems, data platforms, and hybrid cloud infrastructure.

Requirements

  • Clearance: Public Trust or ability to obtain a Public Trust Clearance.
  • Certifications: PMP preferred. Cybersecurity related Certification desired.
  • Education: Bachelor's Degree in IT, Cybersecurity, Computer Science, or related field.
  • Experience: 10+ years of experience supporting federal IT or cybersecurity programs.
  • 5+ years of experience managing cybersecurity, compliance, or IT security projects.
  • Experience supporting federal agencies or NIH/HHS environments preferred.
  • Demonstrated experience managing cross-functional teams delivering cybersecurity services.
  • Strong leadership and program management experience supporting federal IT or cybersecurity programs.
  • Demonstrated experience managing teams delivering RMF, FISMA compliance, and security authorization support.
  • Knowledge of NIST SP 800-53, NIST RMF, and federal cybersecurity policy frameworks.
  • Experience coordinating incident response, vulnerability management, and security operations activities.
  • Strong written and verbal communication skills with experience delivering executive briefings and technical documentation.
  • Ability to manage multiple priorities and coordinate across technical teams, stakeholders, and government leadership.
  • Experience managing programs supporting hybrid cloud, on-premise systems, and research environments is highly desirable.
  • Physical Requirements: The candidate must be able to travel to other worksites as required and with or without reasonable accommodation, be able to sit, stand, use computers and monitors, and perform duties in an office environment for extended periods. The candidate must be able to lift up to 40 lbs. on occasion (e.g., moving a case of paper or similar task) that may occur occasionally.

Nice To Haves

Responsibilities

  • Serve as the primary point of contact between Digital Consultants and NCATS Government leadership, including the Contracting Officer’s Representative (COR).
  • Provide overall program management, planning, scheduling, and oversight for cybersecurity support services delivered under the contract.
  • Lead and coordinate contractor personnel supporting areas such as: Security compliance and RMF authorization support Incident response coordination and reporting Privacy compliance and documentation Continuous monitoring and vulnerability management Firewall and network security management
  • Ensure the timely preparation and submission of technical reports, cybersecurity documentation, and status updates required by NCATS leadership.
  • Coordinate activities with NCATS IT teams, system owners, ISSOs, and NIH cybersecurity stakeholders.
  • Oversee preparation and maintenance of security authorization documentation including: System Security Plans (SSP) Privacy Impact Assessments (PIA) FIPS-199 categorizations Incident response plans and reporting artifacts
  • Manage project resources, staffing, and task prioritization to ensure delivery of contract requirements within schedule and cost constraints.
  • Implement quality assurance and performance management processes to ensure high-quality service delivery.
  • Facilitate meetings, technical reviews, and program status briefings with Government stakeholders.
  • Support strategic planning for cybersecurity improvements, risk mitigation, and compliance initiatives across NCATS systems and hybrid cloud environments.
