The Project Manager leads the field execution of assigned federal construction projects within QGS’s Acquire–Comply–Execute lifecycle. This position owns the day-to-day delivery of safety, quality, cost, schedule, and compliance performance. The Project Manager collaborates closely with the Program Manager and enterprise functional teams—Safety/Quality, Finance, HR, Supply Chain, Cyber/IT, and Compliance—to deliver predictable results, drive continuous improvement, and contribute to QGS’s sustainable growth and operational excellence.

Requirements

  • Experience: Minimum 7 years managing federal construction projects ≥$5M (DOE, DoD, NAVFAC, USACE, or similar).
  • Education: Bachelor’s in Construction Management, Engineering, or related field (Master’s preferred). Equivalent field experience may be considered.
  • Certifications: PMP required within 12 months of hire; OSHA 30 required (QGS will support if candidate does not have upon hire); USACE/NAVFAC QC Manager preferred ; additional certifications such as PgMP, ITIL, or Six Sigma are a plus.
  • Regulatory Knowledge: Working expertise in FAR/DFARS, DCAA requirements, NIST 800-171, ISO 9001 and NQA-1.
  • Technical Skills: Proficiency in project management software (e.g., MS Project, Primavera, or equivalent), cost control tools and advanced knowledge of Microsoft Office Suite.
  • Soft Skills: Proven leadership, communication, and decision-making in a matrix environment.
  • Clearance: Ability to obtain and maintain a federal security clearance; background check required.

Nice To Haves

  • Experience with construction contracts for DOE, DOD, DHS, GSA, or other federal agencies.
  • Familiarity with agile methodologies and tools for project management.
  • Demonstrated success in managing both small- and large-scale state or federal programs.

Responsibilities

  • Project Ownership & Leadership: Own execution of assigned projects from inception through completion. This includes assigning Integrated Project Teams (IPT), Own execution of assigned projects through all Acquire–Comply–Execute stages. Lead project-specific Integrated Project Teams (IPTs) across Operations, Safety/Quality, Finance, and Supply Chain conducting required meetings, developing applicable reports, tracking budget, schedule, and scope, and submitting required documentation. Conduct required stage-gate reviews, prepare all mandated artifacts, and ensure auditable records.
  • Stakeholder Management: Collaborate effectively with federal agencies, clients, internal teams, subcontractors, and partners to ensure alignment and project success. Lead communication with partners and subcontractors throughout execution.
  • Budget and Resource Management: Develop and manage baseline budgets using approved Work Breakdown Structure (WBS) and Cost Breakdown Structure (CBS). Maintain monthly forecasts, trend logs, and variance reports. Manage cost performance (CPI ≥ 0.95) and ensure full DCAA-ready documentation for all cost activities.
  • Schedule & Scope Management: Develop and maintain a baseline schedule using Primavera P6 or MS Project or similar. Track earned value, progress, and milestone achievement through the OPS Platform. Identify critical-path variances and initiate recovery plans in coordination with Program Management.
  • Program Management Alignment: Provide Program Management with transparent, data-driven reporting of all safety, cost, and schedule metrics. Obtain Program approval for all Category-A and -B change orders, major re-baselines, or risk posture changes. Escalate client-facing or contractual issues per QGS governance.
  • Client Partnership: Work directly with client project management staff and stakeholders to ensure requirements are met and relationships remain strong.
  • Compliance and Risk Management:Ensure full compliance with FAR/DFARS, DCAA audit standards, CUI protection, and ISO 9001 quality system requirements. Maintain required site plans—APP/JHAs, Environmental Plan, and QCP—and verify conformance through daily and weekly inspections. Maintain project risk and opportunity logs and close items through IPT action tracking.
  • Team Leadership: Supervise and mentor project teams, fostering a culture of collaboration, accountability, and excellence.
  • Reporting: Prepare weekly progress reports, three-week look-ahead schedules, updated risk logs, and cost/schedule metrics (CPI, SPI). Issue all reports through the OPS Platform (GCC High) to ensure single-source documentation.
