About The Position

Sabot Consulting is seeking an experience Project Manager to lead large-scale modernization and replacement efforts for State Historic Preservation Office (SHPO) information systems. This role is responsible for end-to-end delivery of complex, multi-million dollar modernization initiatives supporting preservation programs such as Environmental Reviews, Historic Tax Incentives, and the National Register of Historic Places.

Requirements

  • Demonstrated experience modernizing or replacing State Historic Preservation Office (SHPO) information systems.
  • Experience delivering IT services to preservation programs such as Environmental Reviews, Historic Tax Incentives, and National Register programs.
  • Proven delivery of large-scale system modernization projects exceeding $1M.
  • Hands-on experience with ArcGIS environment modernization.
  • Experience migrating Microsoft Access databases to modern platforms.
  • Experience integrating ERP systems and SharePoint in complex legacy environments.
  • Strong background in Project Management, Quality Assurance, Risk Management, and Change Management.
  • Experience with business analysis, solution design, and technical architecture collaboration.
  • Experience managing data migration and multi-platform integrations.
  • Experience leading UAT and end-user training activities.

  • Experience working with state or federal government agencies.
  • Familiarity with preservation-specific regulatory or compliance environments.
  • Experience managing vendors and third-party system integrators.
  • Background supporting discovery or feasibility phases of modernization initiatives.

Responsibilities

  • Lead planning, execution, and delivery of large-scale SHPO system modernization initiatives exceeding $1M in budget.
  • Oversee modernization of ArcGIS-based environments, Microsoft Access database migrations, and legacy system replacements.
  • Manage integrations with ERP platforms, SharePoint, and other enterprise systems.
  • Provide comprehensive project management oversight including schedule, budget, scope, risk, and quality management.
  • Coordinate cross-functional teams including business, technical, GIS, and vendor stakeholders.
  • Develop and maintain project plans, work breakdown structures, and detailed schedules.
  • Lead quality assurance activities, including test planning, execution oversight, and UAT coordination.
  • Drive risk management and change management strategies to support successful adoption.
  • Support data migration, system integration, and post-production transition activities.
  • Oversee UAT training and end-user training activities.
