About The Position

The Maryland Department of General Services (DGS) supports State and local government agencies, as well as local non-profit organizations and the citizens of Maryland, by providing facilities management, real estate and surplus property services, as well as security and law enforcement for State buildings. DGS is also responsible for a full spectrum of facilities engineering, design and construction services, almost $1 billion in annual contract administration, and overseeing the State procurement process. The Project Manager will lead the development and delivery of a comprehensive Statewide Facilities Master Plan for the Maryland Department of General Services (DGS). This position is responsible for coordinating a multi-agency planning effort to assess the condition, utilization, and future needs of state-owned and leased facilities, and to deliver strategic, data-driven recommendations for capital investment, sustainability, and space optimization. The goal is to ensure efficient, cost-effective, and climate-resilient use of state resources, aligning facility planning with the long-term goals of the Moore-Miller Administration and statewide policy mandates.

Requirements

  • Graduation from an accredited high school or possession of a high school equivalency certificate.
  • Six years of administrative staff or professional work.
  • Three years of Public Sector Experience: Experience working within a government framework.
  • Three Real Estate Expertise: Strong understanding of real estate portfolio management, including owned vs. leased properties, lease terms, and facility assessments.
  • Three years developing financial models, performing cost-benefit analyses, and identifying funding opportunities to improve the state's fiscal position.

Nice To Haves

  • Experience in a project management role for a public sector or government organization.
  • Background in financial analysis and the development of business cases for large-scale projects.
  • Experience with sustainability and energy-efficiency initiatives, particularly those related to government buildings or large property portfolios.
  • Proven ability to lead and manage projects that involve a diverse group of stakeholders from multiple agencies and departments.
  • Knowledge of relevant state-specific policies and regulations, such as Maryland's Climate Solutions Now Act of 2022.
  • Familiarity with data visualization tools and the ability to create dashboards for presenting complex information.
  • Experience conducting workshops and interviews with senior-level leaders and subject matter experts.
  • Strong negotiation and conflict resolution skills to manage competing priorities among different stakeholders.

Benefits

  • Contractual employees who work for an agency covered under the State Employee and Retiree Health and Welfare Benefits Program, have a current employment contract and work 30 or more hours a week (or on average 130 hours per month) may be eligible for subsidized health benefits coverage for themselves and their dependents.
  • As a contractual employee, you will be responsible for paying 25% of the premiums for your medical and prescription coverage, including any eligible dependents you have enrolled. The State of Maryland will subsidize the remaining 75% of the cost for these benefits.
  • You can also elect to enroll in dental coverage, accidental death and dismemberment insurance, and life insurance, but will be responsible to pay the full premium for these benefits.
  • Leave may be granted to a contractual employee who has worked 120 days in a 12-month period. This leave accrues at a rate of one hour for every 30 hours worked, not to exceed 40 hours per calendar year.
