About The Position

A well-established heavy civil construction firm is seeking an experienced Project Manager to oversee transportation and infrastructure projects across Pennsylvania. This role is responsible for managing projects from pre-construction through closeout, ensuring compliance, budget control, schedule adherence, and coordination with public-sector owners.

Requirements

• Bachelor’s Degree in Civil Engineering (required)
• Minimum 5+ years of experience as a Project Manager in heavy civil construction
• Direct experience working with public owners such as PennDOT and the PA Turnpike Commission
• Strong understanding of DOT specifications, public bidding, and compliance requirements
• Proven ability to manage multiple stakeholders and project timelines
• Strong organizational, communication, and leadership skills

Nice To Haves

• Experience managing roadway, bridge, or transportation infrastructure projects
• Familiarity with project management and scheduling software
• Background working on publicly funded construction projects

Responsibilities

• Manage heavy civil and infrastructure projects from award through completion
• Serve as the primary point of contact for public owners and stakeholders
• Coordinate with owners, inspectors, subcontractors, and internal field teams
• Develop and manage project schedules, budgets, and cost controls
• Review plans, specifications, and contract documents for compliance
• Prepare and track RFIs, submittals, change orders, and progress reports
• Ensure projects meet safety, quality, and regulatory requirements
• Support estimating and pre-construction efforts as needed
