About The Position

Procurement and Contracting Services is looking for a Project Manager V. The Senior Project Manager reports to the Director of Major Procurement Support (MPS) within the Procurement and Contracting Services (PCS) Division. Performs highly advanced (senior-level) project management and business analysis work initiating and conducting multi-agency or enterprise-level procurement projects within HHSC and DSHS. Work involves establishing the strategic goals and objectives for procurement projects; Gathering, writing and validating requirements for assembling procurements, attachments and exhibits as part of major procurements, developing guidelines, procedures, rules, and regulation; and coordinating and evaluating program activities. May direct, assign, and evaluate the work of procurement project staff. This position is required to come into the office at least three days per work week. Telework availability is subject to agency policy and procedure. Work is performed under minimal supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

Responsibilities

  • Serves as the department’s subject matter expert on complex procurement rules, processes, and regulations. Leads complex procurements including planning, evaluation, negotiation, and award strategy. Provides direction and expertise in project management. Project management involves the full spectrum of industry-accepted principles of project management including initiation, planning, execution, control, and closing assigned procurements and subsidiary components. These activities include, but are not limited to, defining and managing scope and customer expectations; work breakdown structures; detailed Microsoft project schedules; resource plans; procurement project plans; communications plans; budgets and cost tracking; presentations and briefings; metrics reporting; risk / issues and associated mitigation activities; quality control; change management processes; customer acceptance; lessons learned; knowledge transfer; training on processes and tools; and archiving procurement project documentation. Monitors and manages procurement project quality and cost to ensure that procurement project deliverables are acceptable, fulfill the terms of the procurement project contract or specifications, and are completed within budget.
  • Gathers and validates requirements for assembling procurements, attachments and exhibits as part of major procurements. Translates program needs to procurement strategies aligned with budget, policy, and timeline constraints. Converts high-level business, technical, financial, legal and other stakeholder requirements into procurement requirements at an appropriate level of detail and categorization to complete documentation according to standard templates, using clear, concrete, and concise language. Interprets new and changing business requirements to determine the impact on the solution and proposes creative enhancements and changes to meet these new requirements.
  • Assists in procurement planning, execution, and documentation. Develops and implements plans to communicate and explain procurement project methodology and processes to interested groups and team members. Creates documentation procedures to capture and deal with changes in original procurement project plan. Develops criteria for evaluating programs, proposals, and other pertinent information related to procurement project assignments.
  • Advises, consults and negotiates with agency customers on procurement project activities. Ensures all procurement actions adhere to state and federal laws, audit standards, and internal policies. Ensures project management methodologies are followed and are consistent with agency standards and guidelines. Provides guidance to internal and external teams, committees across the agency and HHS enterprise to ensure procurement projects are coordinated, efficient and meet service level objectives. Maintains up-to-date knowledge of other HHS agencies procurement projects and negotiates sharing of resources to achieve objectives across agencies.
  • Coordinates with oversight bodies (CPA, QAT, DIR) and vendor stakeholders to ensure transparency and accountability. Coordinates with other HHS agencies to assure policies, standards, procedures, activities and required reports conform to and are consistent with state requirements. Develops guidelines, procedures, policies, rules, regulations and monitoring for compliance. Develops, reviews, and revises legislation. Oversees the preparation of management and productivity reports and studies. Oversees special investigations, research studies, and internal audits. Represents the Department by making presentations, providing information and testimony, collaborating with customers, other state agencies and federal partners. Responds to requests by legislators and other public officials.
