About The Position

The Project Manager, Shelter Operations is responsible for ensuring the smooth daily operation of KLEO’s shelter programs by managing staff across multiple shifts, supervising shift supervisors, maintaining facility readiness, and overseeing inventory systems. This position serves as an extension of shelter leadership, providing hands-on oversight of staffing, building operations, and supply needs to ensure continuity of service and resident well-being.

Requirements

  • Bachelor’s Degree in Human Services, Public Administration, or related field; or have comparable experience.
  • Minimum 2 years of experience in shelter operations, project coordination, or shift-based staff management.
  • Strong organizational, communication, and leadership skills.
  • Experience working in high-volume residential or shelter environments preferred.
  • Proficiency in inventory tracking systems and basic facility operations.
  • Ability to work flexible hours and be on-call for emergencies or after-hours needs.
  • Experience in providing homeless and migrant services.
  • Excellent organizational and communication skills, both oral and written.
  • Participation as a team player and sensitive to issues of diversity.
  • Computer knowledge of MS Office products, and email systems.
  • Comfortable with learning new software programs.
  • Ability to work independently, prioritize tasks and meet deadlines with solid organizational, analytical, and problem-solving skills.
  • Exerting up to 15 pounds of force occasionally, and/or up to 10 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects.
  • Able to maintain regular, punctual attendance consistent with the Americans with Disabilities Act (ADA), and other federal, state and local standards.
  • Able to perform the essential job functions consistent with the ADA, and other federal, state and local standards.

Responsibilities

  • Supervise and support Shift Supervisors across all three shifts (day, evening, overnight) to ensure consistency in service delivery and shelter standards.
  • Monitor staff attendance, coverage, and scheduling needs, working closely with HR and Shelter Managers to resolve gaps or conflicts.
  • Conduct daily check-ins with each shift, escalating operational concerns to Shelter Managers or Deputy Director as needed.
  • Assist in training new shift supervisors and shelter support staff on operational procedures and emergency protocols.
  • Coordinate with the Program and Case Management teams to ensure staffing alignment with resident service demands.
  • Perform daily walk-throughs of shelter facilities to assess cleanliness, safety, and overall readiness.
  • Maintain ongoing communication with maintenance vendors and internal facilities teams to ensure timely repairs and hazard resolution.
  • Lead coordination of incident documentation, and shift debriefs.
  • Troubleshoot and resolve minor building-related issues and escalate major concerns to the Shelter Manager.
  • Manage and track shelter inventory, including hygiene products, cleaning supplies, linens, and operational equipment.
  • Maintain up-to-date logs and ordering systems to ensure uninterrupted stock levels for all resident and staff needs.
  • Collaborate with administrative staff to forecast, order, and reconcile purchases in line with program budgets.
  • Oversee storage areas, ensure proper labeling and organization, and monitor usage to minimize waste.
  • Prepare and submit shift summaries, facility checklists, and inventory reports to shelter leadership.
  • Assist in the collection of data required for DFSS monitoring, audits, and internal quality assurance.
  • Participate in incident reviews and operational debriefs, offering solutions to improve shift performance and staff accountability.
  • Perform all other duties as assigned.
