About The Position

This is a full-time position with Carson City Public Works. Depending on experience, this position may be either a Project Manager or a Senior Project Manager. Project Manager Under general supervision, performs engineering work related to the coordination and supervision of major and minor construction and renovation projects, assuring that plans, specifications, codes, time schedules, and budgets are adhered to; provides complex inspections of projects, confers with contractors and consultants on the development and completion of projects. Senior Project Manager Under general supervision, plans, supervises, reviews and evaluates and performs the work of providing professional project management oversight for City projects; provides leadership and consultative expert assistance to staff in the areas of plan review, project design, cost estimating, construction contract documents, quality assurance, construction inspection, construction materials, etc. Project Manager (FLSA exempt) (Employer-Paid NV PERS Retirement) $78,107.19 - $124,971.50 annually Senior Project Manager (FLSA exempt)(Employer-Paid NV PERS Retirement) $85,917.84 - $137,468.56 annually To learn more about the Nevada Public Employees' Retirement System (PERS), click here. Requirements

  • Bachelor's Degree in engineering or a closely related field
  • Four (4) years of civil engineering experience
  • Valid Driver's license.
  • Current registration as a Nevada Professional Engineer, or the ability to obtain licensure within six (6) months from date of hire or appointment.
  • Nevada Registration as a Professional Engineer (PE) at time of hire or appointment.
  • Knowledge of: Engineering objectives, principles, procedures, standards, and practices.
  • Knowledge of: Statistical analysis and mathematical concepts related to the engineering process.
  • Knowledge of: Terminology, symbols, methods, techniques and instruments used in engineering graphics and drafting.
  • Knowledge of: Principles and practices of materials and soils analysis and grading.
  • Knowledge of: Computer applications related to the work.
  • Knowledge of: Engineering mathematics.
  • Knowledge of: Business letter writing and the standard format for typed materials.
  • Knowledge of: Record keeping principles and practices.
  • Knowledge of: Safety principles and practices related to the work.
  • Knowledge of: Correct business English, including spelling, grammar and punctuation.
  • Knowledge of: Applicable laws, codes and regulations.
  • Knowledge of: Project design and management principles and techniques.

Responsibilities

  • Provides construction project coordination and management of construction/development and renovation projects of varying degrees of complexity.
  • Performs designs based on goals, objectives and specifications of projects.
  • Visits construction/renovation sites as required; conducts site inspections. Confers with developers, engineers, architects, contractors, property owners and others to explain codes, regulations and procedures.
  • Coordinates all utility installations with contractors, architects, engineers, and utility companies.
  • Conducts inspections as required of all aspects of the construction process; interpreting, explaining and enforcing regulations, ordinances, and policies to contractors' construction superintendent; approving minor change orders and discussing major change orders with the City Engineer.
  • Provides cost estimates and bids; bids out the job; selects, negotiates contracts and works with the design consultants and contractors; serves as the primary contact with the Contractor.
  • Reviews plans, maps, job specifications, material testing lab reports, contracts and other documents to ensure conformance with federal, state, City and industry codes and regulations.
  • Interprets, explains and enforces regulations, ordinances and policies to developers, contractors, representatives of other agencies and the public; confers with engineers and building inspection staff regarding possible changes to plans and problem resolution.
  • Prepares daily progress notes on each project. Identifies needed changes to construction plans and details; evaluates alternatives and makes effective recommendations.
  • Reviews proposals for changes to contracts; negotiates rates with contractor for changes; recommends acceptance/rejection based on value negotiation.
  • Drives a motor vehicle to attend meetings and visit various work sites.
  • Demonstrates courteous and cooperative behavior when interacting with elected officials, public, contractors, and staff; acts in a manner that promotes a harmonious and effective workplace environment
  • Conducts feasibility and cost studies; develops engineering solutions to complex problems related to such areas as bridges, storm or sanitary sewers, roadways, water systems, flood control systems, and office or plant facility design and retrofitting; recommends alternative approaches, including the use of contract services and the incorporation of new methods and materials.
  • Prepares project designs, cost estimates, specifications and project schedules.
  • Composes requests for proposal and contract specifications for design and construction services; participates in the selection of contractors and administers professional service contracts.
  • Serves as the field representative on the project by conducting inspections as required of all aspects of the construction process; interpreting, explaining and enforcing regulations, ordinances, and policies to contractors' construction superintendent; approving minor change orders and discussing major change orders with the City Engineer.
  • May plan, organize, supervise, review, and evaluate the work of support staff.
