About The Position

The Project Manager of Client & Community Services plays a critical leadership role in managing and enhancing client-centered programming, case management operations, clinical service coordination, and community engagement across KLEO’s AIC and MWRD Family Shelters. Reporting directly to the Clinical Director, this position ensures that resident services are delivered with excellence, compassion, compliance, and efficiency. The Project Manager of Client & Community Services provides direct supervision to case management leadership, oversees community partnerships, identifies service gaps, ensures regulatory compliance, and advances trauma-informed and person-centered service delivery. This role also supports the implementation, coordination, and administration of Medicaid and Medicare eligible services, including documentation standards and billing processes to maximize reimbursement and sustainability of clinical services. The position serves as a primary liaison between clinical services, community partners, and leadership to strengthen outcomes and ensure families receive comprehensive, integrated support.

Requirements

  • Bachelor’s degree in Social Work, Human Services, Public Administration, or a related field.
  • Minimum of 5 years of experience in social services, case management, healthcare coordination, or shelter services.
  • At least 2 years of experience in a supervisory role.
  • Technical Proficiency: Skilled in using HMIS, APRICOT, Microsoft Office, and various data reporting systems.
  • Clinical & Service Knowledge: Deep understanding of trauma-informed care, crisis intervention, and community collaboration.
  • Administrative Management: Strong organizational, administrative, and communication skills.
  • Mission Alignment: A strong commitment to empowering families and fostering sustainable outcomes.
  • Leadership: Ability to provide strategic thinking, program coordination, and team building.
  • Compliance: Ability to manage Medicaid/Medicare service compliance and billing administration.

Nice To Haves

  • Experience with Medicaid/Medicare services, healthcare billing, or reimbursement systems (strongly preferred).

Responsibilities

  • Provide direct oversight and administrative leadership for all case management operations across both shelters.
  • Supervise and guide the Supervisor of Case Management and ensure consistent oversight of case management staff.
  • Manage Case Manager scheduling to ensure adequate coverage across all shifts and service needs.
  • Track and verify Case Manager timesheets and assist with payroll review for accuracy and compliance.
  • Conduct regular case file audits to ensure quality, accuracy, and compliance with DFSS, HMIS, Apricot, and clinical documentation standards.
  • Coordinate and implement ongoing Case Manager trainings, including onboarding and continuing professional development.
  • Provide administrative and operational support to the Clinical Director for reporting, data tracking, and service delivery oversight.
  • Embed trauma-informed, person-centered, and culturally responsive approaches into all services.
  • Identify and address service gaps to improve outcomes in housing stability, employment readiness, education, and family wellness.
  • Track and analyze data related to resident progress, referrals, and service utilization to inform program improvements.
  • Support implementation of Medicaid and Medicare eligible clinical and supportive services within shelter programming.
  • Coordinate documentation standards to ensure compliance with federal, state, and payer requirements.
  • Assist in establishing workflows for service eligibility verification, billing, claims submission, and reimbursement tracking.
  • Collaborate with finance, clinical, and data teams to maintain accurate service coding and billing practices.
  • Monitor billing performance metrics and identify opportunities to improve reimbursement rates and compliance.
  • Provide training to staff on documentation and service capture best practices to support successful claims.
  • Support audits, reviews, and reporting requirements related to Medicaid/Medicare services.
  • Serve as community liaison between KLEO shelters and external stakeholders.
  • Build and maintain relationships with service providers, healthcare partners, civic leaders, and community-based organizations.
  • Represent KLEO at meetings, events, and presentations to promote agency initiatives and strengthen partnerships.
  • Identify new community partners and coordinate programming that supports resident stability and self-sufficiency.
  • Oversee the Community Liaison to ensure effective on-site programming and engagement activities.
  • Collaborate with the Clinical Director on program design, evaluation, and continuous improvement initiatives.
  • Maintain communication systems between case management, clinical services, and leadership.
  • Participate in audits, compliance reviews, and contract monitoring with DFSS and other funders.
  • Use data and resident feedback to recommend new initiatives, service enhancements, and process improvements.
  • Support staff training and development to enhance resident engagement, service quality, and outcomes.
  • Supervise the Supervisor of Case Management and Community Liaison.
  • Oversee scheduling, payroll support, reporting systems, and internal communication processes.
  • Provide administrative assistance to the Clinical Director in reporting, data management, and departmental coordination.
  • Attend weekly management meetings and contribute to strategic planning and operational decision-making.
  • Perform other duties as assigned by the Clinical Director.
