BOLI, Information and Technology is currently hiring for a Project Manager (Project Manager 2) position. The primary purpose of this position is to oversee the planning, development, and implementation of the agency’s Technology Projects and Case Management System (CMS) to improve operational efficiency, strengthen data management, and support the enforcement of labor laws. This is a Exempt, Full Time, Limited Duration (LD), Management Service - Non-Supervisory. This recruitment may be used to fill additional vacancies as they occur. Note: We are committed to fostering a supportive work environment that promotes work-life balance and flexibility. This is a hybrid role with in-person requirements for meetings, site visits, and other office duties. The successful candidate may work from the Portland - Multnomah office and may be eligible for a hybrid work schedule.

Requirements

  • Five years of progressively responsible experience related to the class concept.
  • OR Four years of progressively responsible experience related to the class concept AND an Oregon Project Management Associate Certification.
  • OR Two years of progressively responsible experience related to the class concept AND a Bachelor’s degree in Business Administration, Management, Public Administration, or a closely related field.
  • OR A Project Management Professional Certification awarded by the Project Management Institute.

Nice To Haves

  • Demonstrated experience managing or supporting full project lifecycle activities, including project planning, execution, monitoring, and closure for complex technical or business systems.
  • Experience developing and maintaining project documentation, including project plans, schedules, work breakdown structures, risk logs, and status reports.
  • Experience managing or coordinating budgets, vendor contracts, procurement processes, or resource allocations in a project or operational setting.
  • Experience using project management tools and systems (MS Project, Smartsheet, Jira, or similar) to track timelines, deliverables, and project milestones.
  • Experience coordinating cross-functional teams and tracking deliverables across multiple stakeholders to ensure completion of technical or operational projects.
  • Experience identifying, tracking, and resolving project risks, issues, and dependencies to support successful project delivery.
  • Experience preparing formal written reports, dashboards, or documentation used for leadership decision-making or project governance, including use of data visualization tools such as Tableau, Power BI, or similar.

Responsibilities

  • Lead and manage the full lifecycle of the Technology Projects and Case Management System (CMS) project, including planning, execution, monitoring, and closure to ensure successful delivery.
  • Define project scope, objectives, and deliverables with stakeholders, and develop project plans, timelines, resource allocations, and risk and communication strategies.
  • Execute and coordinate project activities by managing staff and vendors, tracking progress, facilitating meetings, and resolving issues to keep the project on schedule.
  • Communicate project status, risks, and updates to stakeholders, including leadership, staff, and external partners, while maintaining effective working relationships.
  • Manage project budget and resources by monitoring expenditures, tracking utilization, and addressing potential variances.
  • Identify, assess, and mitigate project risks and issues to minimize impact on project outcomes.
  • Oversee vendor performance to ensure deliverables meet contractual obligations and project requirements.
  • Support project closure by ensuring successful system transition, documenting lessons learned, and completing final project activities.
  • Maintain confidentiality of sensitive information and perform duties in a professional manner that promotes collaboration, respect, and a positive work environment.
