The Recruitment Project Manager leads end-to-end recruitment programs to attract, assess, and hire top-tier law enforcement and security talent for mission-critical roles. This role builds and executes multi-channel outreach strategies, manages complex recruiting projects, partners with internal stakeholders and external pipelines (e.g., academies, military installations, HBCUs, professional associations), and ensures compliance with federal, agency, and national security requirements. The PM is accountable for measurable outcomes—time-to-hire, quality-of-hire, diversity objectives, and applicant experience—across multiple concurrent hiring campaigns. Job Location: Must live in the Washington, DC area, willingness to travel (20–40%) for events and partner engagements; occasional evening/weekend work for mission needs. Requirements

  • US Citizenship required
  • Must be able to obtain a Secret clearance or higher
  • Bachelor’s degree in Communications, Marketing, Business Administration, Criminal Justice, or related field.
  • At least 5 years' experience working in Federal/State/Local contracting; and 3 years managing and overseeing Federal/State/Local contracts
  • At least 5+ years of experience recruiting law enforcement/security roles (local/state/federal), intelligence community (IC) or military policing/force protection.

Nice To Haves

  • Experience managing contracts with annual budgets $10M+
  • Proficiency with ATS/CRM tools, recruitment analytics, and MS/Office 365 suite; familiarity with structured interview practices.
  • Prior experience recruiting for federal law enforcement, IC, or protective service roles and/or actual in-field experience within law enforcement.
  • Knowledge of civil service rules, psychological/physical assessment standards, and background investigation of workflows.
  • Understanding of veteran, military and law enforcement environments
  • Demonstrated success reducing time-to-hire in clearance-intensive environments.
  • Highly effective analytical, problem-solving, and decision-making capabilities.
  • Excellent communication and interpersonal skills to interface effectively at all levels of the business.
  • Organized, detailed-oriented, and able to prioritize and multi-task.

Responsibilities

  • Manage full scope and spectrum of Federal recruiting contracts including budget, client meetings, weekly and monthly progress reports, and internal staffing and personnel progress, among other tasks
  • Manage recruitment projects from initiation to completion, including timelines, deliverables, and budgets.
  • Oversee outreach and engagement initiatives such as career fairs, community events, and digital campaigns.
  • Monitor applicant experience and recommend improvements to increase engagement and retention.
  • Develop and implement comprehensive recruitment plans for law enforcement roles.
  • Analyze workforce needs and collaborate with leadership to set hiring targets.
  • Coordinate with internal departments and external partners (academies, community organizations).
  • Track progress and provide regular status reports to leadership.
  • Ensure adherence to federal, state, and local hiring regulations.
  • Build sustained pipelines with police academies, state/local agencies, federal partners, military transition programs, and professional associations.
  • Maintain accurate records and prepare reports on recruitment metrics and outcomes.
