About The Position

The Justice Initiatives Project Manager is responsible for leading the Office of MaineCare Services through the development and implementation of the 1115 Re‑Entry Waiver and the Consolidated Appropriation – Juvenile Justice initiative. The role requires extensive coordination across multiple state agencies, including the Department of Health and Human Services (DHHS), Department of Corrections, County Jails, and community stakeholders. This position reports directly to the MaineCare Medical Director. The Project Manager provides leadership, project planning, vendor management, communication, and operational support throughout all phases of initiative design, development, and implementation.

Requirements

  • Candidates must have a combination of eight (8) years of education and/or experience in one or more of the following:
  • Healthcare, social services, health plan administration
  • Justice systems or criminal justice
  • Health planning, policy development, or program design
  • Healthcare or justice system program operations or project management

Nice To Haves

  • Professional or clinical degrees in law, criminal justice, behavioral health, psychology, social work, human services, public administration, healthcare administration, public health, or related fields.
  • Broad knowledge of justice systems
  • Experience using trauma‑informed practices with justice‑involved populations
  • Experience in healthcare or population health delivery systems
  • Ability to analyze, evaluate, and interpret data to support decision‑making
  • Experience managing public health programs including workplans, QA activities, and communication strategies
  • Knowledge of implementation science
  • Strong collaboration skills with diverse stakeholders and community partners
  • Ability to synthesize information from multiple sources and present findings clearly
  • Excellent written and verbal communication skills

Responsibilities

  • Lead and manage project development for the 1115 re-entry waiver and juvenile justice initiatives.
  • Coordinate project activities across DHHS offices, Department of Corrections, County Jails, and external partners.
  • Oversee vendor procurement and contract management.
  • Develop and manage workplans, timelines, milestones, and staff assignments.
  • Plan, direct, and coordinate work across internal teams, advisory groups, and contractors.
  • Prepare written updates, reports, and presentations for various audiences.
  • Deliver or co-deliver presentations to external stakeholders and committees.
  • Ensure consistent communication and collaboration across all project partners.
