About The Position

Performs advanced project management work. Work involves coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; communicating with project stakeholders, management, and other relevant parties; and planning, assigning, and supervising the work of others. Works under limited supervision with considerable latitude for the use of initiative and independent judgment.

Requirements

  • Bachelor's degree from a college or university accredited by an organization recognized by the Council for Higher Education Accreditation (CHEA) or by the United States Department of Education (USDE). Major course work in Business Administration, Computer Science, Management Information Systems, or a related field preferred. Each year of experience as described below in excess of the required years of data processing, information technology, or management information systems may be substituted for thirty semester hours from an accredited college or university on a year-for-year basis.
  • Five years full-time, wage-earning information technology project or process management experience and five years full-time, wage-earning data processing, information technology, or management information systems experience or five years full-time, wage-earning general project or process management experience and six years full-time, wage-earning data processing, information technology, or management information systems experience.
  • Three years full-time, wage-earning experience in the supervision of employees.
  • Knowledge of project management theories and practices.
  • Knowledge of local, state, and federal laws, rules, regulations, and statutes relevant to the administration of projects.
  • Knowledge of current information systems technologies, practices, and procedures.
  • Knowledge of all phases of the software development life cycle methodology, including planning, designing, developing, and testing.
  • Skill to communicate ideas and instructions clearly and concisely.
  • Skill to coordinate with other staff, departments, officials, agencies, organizations, and the public.
  • Skill in administrative problem-solving techniques and critical decision-making processes.
  • Skill to review technical data and prepare technical reports.
  • Skill to manage project activities and address changes in project management scope and budget.
  • Skill to develop and evaluate administrative policies and procedures.
  • Skill to evaluate new technical developments.
  • Skill to determine resource requirements and to coordinate planning and budgeting.
  • Skill to monitor program budgets, contracts, and service agreements.

  • Ability to walk, stand, sit, kneel, push, stoop, reach above the shoulder, grasp, pull, bend repeatedly, climb stairs, identify colors, hear with aid, see, write, count, read, speak, analyze, alphabetize, lift and carry under 15 lbs., perceive depth, operate a motor vehicle, and operate motor equipment.

Nice To Haves

  • Experience with the Systems Development Life Cycle (SDLC) methodology preferred.
  • Governmental program experience preferred.
  • Certification as a Project Management Professional (PMP) from the Project Management Institute (PMI) preferred.
  • Certification in ITIL Version 3 Foundation preferred.
  • Knowledge of agency and departmental organizational structure, policies, procedures, rules, and regulations preferred.

Responsibilities

  • Oversees program activities for the Project Management Office
  • Directs, develops, and evaluates projects using accepted project management methodologies
  • Ensures the Systems Development Life Cycle (SDLC) methodology is used in implementing cost effective technology solutions
  • Creates documentation procedures to capture and deal with changes in original project plans.
  • Develops criteria for evaluating programs, proposals, and other pertinent information regarding project assignments
  • Identifies potential project risks and difficulties and designs strategies to mitigate and avoid them
  • Monitors and manages project quality to ensure project deliverables are acceptable and fulfill the terms of project contracts and specifications.
  • Develops project budgets, schedules, work plans, resource requirements, and cost estimates and projections
  • Monitors and manages project cost to ensure project completion within budget.
  • Coordinates project activities with other state agencies, governmental jurisdictions, organizations, and private sector partners and contractors
  • Develops and implements plans to communicate and explain project methodology and processes to interested groups and team members.
  • Develops all business process flows including the definition of supporting metrics and tools
  • Defines organizational performance metrics
  • Develops and maintains partnerships with cross business unit and cross-functional teams to identify, leverage, and cascade best practices
  • Implements services based on the Information Technology Infrastructure Library (ITIL) framework and concepts.
  • Plans, assigns, and supervises the work of others
  • Provides technical guidance on project management.
  • Performs a variety of marginal duties not listed, to be determined and assigned as needed.
