About The Position

The Information Technology Project Manager serves as the single accountable manager for all IT operations, projects, and lifecycle activities supporting the U.S. Army Warrant Officer Career College. The role combines senior level project management, IT service management, and technical oversight. The individual plans, schedules, executes, and tracks IT projects while ensuring continuous operation of classroom technology, helpdesk services, user accounts, mobility devices, and IT assets. This role manages project scope, requirements, risks, schedules, and deliverables while ensuring compliance with Army and DoD policies. The Project Manager also oversees lifecycle replacement planning, inventory accuracy, vendor coordination through CHESS, and monthly and weekly reporting. The position requires hands on technical expertise, formal project management discipline, and the ability to operate independently in a controlled military environment.

Requirements

  • Bachelor's degree in Computer Science, Information Systems, Engineering, or related technical discipline
  • CompTIA Security+ certification (required)
  • Minimum 12 years of IT or project management experience
  • Active U.S. SECRET clearance
  • Demonstrated experience managing IT projects in regulated environments
  • Strong working knowledge of Windows environments and Active Directory
  • Experience with Office 365 or Army365 administration
  • Experience with lifecycle replacement planning and asset management
  • Hands-on experience with Windows group permissions management
  • Experience with user and computer account creation and troubleshooting in Active Directory
  • Experience troubleshooting printers in enterprise environments
  • Experience with computer hardware and software repair
  • Experience writing and troubleshooting PowerShell scripts for Windows 11 and Office 365
  • Experience managing IT helpdesk operations with defined service level timelines
  • Working knowledge of Army CHESS purchasing process
  • Experience producing recurring operational and project reports

  • Project Management Professional (PMP) certification
  • Prior DoD or Army enterprise IT environment experience
  • Experience with SharePoint for tracking and workflow management

Responsibilities

  • Plan, schedule, and manage IT projects from requirements through completion
  • Develop task breakdowns, timelines, and risk mitigation plans
  • Track project issues, risks, and corrective actions
  • Maintain compliance with security, OPSEC, and quality control requirements
  • Serve as the primary technical and project interface with Government stakeholders
  • Manage S6 Trouble Ticket Portal and Helpdesk operations
  • Resolve all helpdesk tickets within 72 hours (100% compliance required)
  • Provide technical assistance to end users by phone and in person as required
  • Maintain proper security and configuration per Department of the Army and Fort Novosel NEC policy
  • Produce weekly ticket resolution reports every Friday before close of business
  • Manage Active Directory for Cadre and Students, including creating user and computer accounts
  • Manage all Army365 licenses and accounts for USAWOCC
  • Manage Account Validation System for Cadre and Students
  • Process DD Form 2875 (Request for Fort Novosel network access) and upload completion information into WOCC Training Tracker on SharePoint
  • Configure and troubleshoot Windows group permissions
  • Ensure 100% compliance with account management protocols with no security violations due to contractor error
  • Manage all DoD Mobility Unclassified Capability (DMUC) devices in USAWOCC
  • Maintain all DMUC devices in fully mission-capable status
  • Achieve no more than 2 reported deficiencies per month for DMUC devices
  • Maintain accurate inventory of all automation equipment, current configuration, and location of all equipment
  • Update inventory within 48 hours of any equipment movement, addition, or removal
  • Maintain minimum 98% inventory accuracy when compared to physical count during inspections
  • Manage USAWOCC's annual Life Cycle Replacement (LCR) process
  • Understand and utilize Army's Computer Hardware, Enterprise Software and Solutions (CHESS) purchasing process
  • Submit all LCR requests and warranty repairs within 5 business days of identification
  • Manage all equipment warranties and repairs
  • Manage all 26 USAWOCC classrooms
  • Troubleshoot audio-visual equipment and ensure full functionality
  • Work directly with Fort Novosel ECP representative for all replacement equipment and software
  • Achieve no more than 1 reported deficiency per week for classroom systems
  • Perform computer hardware and software repair
  • Troubleshoot printer issues across training environments
  • Write and troubleshoot PowerShell scripts for Windows 11 and Office 365
  • Automate routine administrative tasks and system configurations
  • Audio/Visual Classroom Report (1st business working day of each month)
  • Lifecycle Report (1st business working day of each month)
  • Weekly Ticket Resolution Report (every Friday before close of business)
  • Re-order Supply List (1st business working day of each month)
  • Annual SAM Service Contract Report via www.sam.gov (due by October 31)
  • Ensure all reports meet Army document preparation standards (grammatically correct and technically accurate)
