About The Position

Join us! As a Project Integrator II, you will support SNC's business objectives by assisting with the implementation of Earned Value Management (EVM) on specified programs. You will ensure compliance with government, contractual, and internal requirements while aiding in total Program Integration Management and promoting effective program performance. Requirements

  • Bachelor’s degree in business administration or a related field.
  • 4+ years of experience in project management and/or in a related or technical field.
  • Relevant experience can be considered as a substitute for the required educational qualifications.
  • In the absence of a degree, a minimum of 8 years of related experience is required.
  • Higher level relevant degree may substitute for experience.
  • Proficient in Microsoft Office Suite and project management software.
  • Demonstrated experience in managing a complex project with multi-function team.
  • Ability to work independently and as part of a team in a fast-paced environment.
  • Strong analytical skills & capability to meet schedules.
  • Strong leadership, communication, organization, and problem-solving skills.
  • Bachelor's degree in Business, Finance, Project Management, Management, Engineering or related field.
  • Typically 4+ years of experience executing an Earned Value Compliant program.
  • Experience with the evaluation of Requests for Proposal (RFPs)/quotes; experience preparing, reviewing, and submitting proposals/quotes.
  • Experience with managing change on a complex project or larger program.
  • Experience developing effective EVM procedures, training, and work instructions relative to regulatory standards and internal processes.
  • Experience applying Earned Value Management concepts in working with federal government contracts, budget process, and fund management.
  • Experience in successful completion of Program Integrated Baseline Reviews (IBRs), Joint Surveillance Reviews (JSRs) and Internal Surveillances, and audits with external agencies/stakeholders (to include completion of action items), inclusive of training or coaching Control Account Managers and program teams.
  • Demonstrated financial acumen to ensure decisions are fiscally sound and responsible.
  • Ability to manage complex situations, delegate authority, lead and inspire your team, drive innovative thinking, instill collaboration, challenge status quo, and demonstrate the ability to adapt to dynamic situations.
  • Ability to develop and execute coordination of all elements of a program, i.e., Program integration management.
  • Perform task coordination, resource development, stakeholder identification, etc.
  • Capability to manage program lifecycle conflicts, prioritize competing priorities/requests, and evaluate available resources.
  • Capability to perform in depth earned value and schedule analysis to ensure vertical and horizontal integration, inclusive of data quality checks and Contract Data Requirements List (CDRL)/Subcontractor Data Requirements (SDRL) [Integrated Program Management Report (IPMR), Contract Funds Status Report (CFSR), Cost and Software Data Reporting (CSDR), etc.] review.
  • Ability to develop and recommend cost and schedule management solutions relative to contract requirements.
  • Ability to work across multiple software systems, comprehension of system relationships, and utilization of self-service analytics as it relates to cost, schedule, risk, resource, and change management disciplines.

  • Working knowledge of Program Management Institute Program Body of Knowledge (PMBOK).
  • Experience managing projects using Capability Maturity Model Integration (CMMI), agile and or spiral development models.
  • Experience with ensuring compliance with approved Corporate and ISO 9001:2000 Policies and Processes.
  • Understanding of application tools and data architectures.
  • Ability to reinforce the usage & application of Corporate PM tools.
  • Ability to participate in PM/IPT process & tool improvement initiatives for the Business Area.
  • Ability to keep program management/IPT informed of function & process changes within project controls.
  • Ability to enhance program management expertise in the staff.
  • Ability to establish new & further refining existing templates, tools, & guidelines for program documentation & execution.

Responsibilities

  • Manage multiple projects or a larger project, overseeing all phases from proposal development to project closeout.
  • Assemble project teams, assign individual responsibilities, and identify appropriate resources.
  • Develop, define, and execute project plans, schedules, budgets, and deliverables.
  • Interface with internal and external customers or field-based employees on technical matters as needed.
  • Communicate project status with senior project managers, functional area managers, or program managers.
  • Track progress against milestones, budgetary guidelines, and other performance indicators.
  • Prepare reports to keep stakeholders informed of project status.
  • Ensure timely completion of projects by developing and adhering to schedules.
  • Remain agile and flexible to adapt to frequent changes in project requirements or scope.
  • Assist with the overall implementation of Earned Value Management (EVM) on specified programs.
  • Ensure compliance with all government, contractual, and internal EVM requirements.
  • Support the program team with total Program Integration Management.
  • Develop standard formats and procedures for EVM.
  • Provide EVM training and coaching to program management staff.
  • Assist with data analytics and support variance analysis.
  • Advise Control Account Managers (CAMs) and program leadership on improving program performance.
  • Partner with scheduling and finance teams to ensure integrated and consistent EVM across the program.
  • Support Program Manager or Integrated Product Team (IPT) leader with supervising program and project staff.
  • Manage add-on work and proposal tasks, including customer interactions, defining requirements, and contract negotiations.
  • Participate in business resource planning and tracking in coordination with other corporate entities.
  • Formulate teams to fulfill program/IPT requirements.
  • Identify, track, and resolve program/IPT risks, issues, and opportunities.
  • Support the Change Control process and change implementation.
  • Participate in program status meetings, interface on project/program status, develop proposals, support audits, and negotiate with stakeholders to meet cost, budget, and schedule goals.
