The Opportunity Reporting to the Manager, Project Execution – GPMC Program out of TC Energy’s Houston, TX office, the Project Manager (PM) is accountable for the safety, compliance, quality, cost, and schedule for all assigned natural gas pipeline & facilities projects within the GPMC program. The PM will lead a multidisciplinary team of office and field-based stakeholders (internal and external) through all stages of project lifecycle to meet key project objectives including: Engineering Materials Procurement Regulatory, Environmental, and Land approvals Construction Commissioning Asset Integration Closeout

Requirements

  • Bachelor’s degree in engineering or technical field
  • At least six (6) years’ experience in project management, project engineering, or construction management
  • A minimum four (4) years of direct project management experience is required
  • Familiar with engineering drawings, Bills of Material, and other technical documents
  • Familiar with the various classes of estimates, associated accuracy ranges, and inputs
  • Skilled in Microsoft family products (Excel, Word, Power Point, etc.)
  • Familiar with Microsoft Copilot and leveraging AI-based software solutions
  • Have and maintain a valid driver's license and provide a driver's abstract (record) for review
  • Travel within North America is required up to 25%

Nice To Haves

  • Familiar with natural gas pipelines, compression facilities, and measurement facilities with a deep understanding of project management fundamentals and project life cycle
  • Strong leadership skills; ability to create a vision, clearly communicate direction and drive to goal completion
  • Strong knowledge of applicable natural gas industry construction practices and FERC and agency requirements
  • Excellent written and verbal communication skills. Must be able to effectively present information to leaders and stakeholder teams
  • Ability to work independently and effectively in a large, geographically diverse organization
  • High organizational IQ - understands how company is structured, the roles and responsibilities of various departments, and what teams need to be consulted when executing projects
  • Ability to recognize, evaluate, and communicate risks

Responsibilities

  • Lead the development of robust, risk managed inputs to the economic evaluation of the project, including: capital cost estimate and appropriate allowances (risk, contingency, and escalation)
  • Work with Project Controls to complete monthly cost forecasting, schedule updates, and manage the trend log and watchlist, etc.
  • Ensure close and effective coordination with relevant internal stakeholders, including business development, system design, environmental, land, regulatory, operations, engineering, legal, and risk management
  • Actively participate in third party engineering (led by Project Engineering) to ensure design meets project requirements
  • Review and approve Purchase Orders (POs) for material and equipment purchases
  • Work with Project Engineering and Supply Chain to evaluate long lead equipment procurement to ensure cost and lead time align with project requirements
  • Actively monitor material/equipment delivery dates and work with Supply Chain to expedite, where needed
  • Prepare and submit the Project Determination and Information Form (PDIF) to obtain regulatory, environmental, and land approvals prior to construction. Monitor progress to ensure PDIF is executed within required timeframe and parameters
  • Collaborate with Supply Chain, Project Engineering, Construction Management, and other Project teams to prepare construction bid package
  • Partner with Supply Chain to manage the construction bid, bid evaluation, and contract award
  • Work with Construction Management team to identify third party inspection resources
  • Manage Prime construction contractor from a scope delivery/commercial standpoint
  • Work with Engineering and Project team to ensure timely and appropriate response to Requests for Information (RFIs)
  • Work with Supply Chain to validate Change Order Request Notifications (CORNs)
  • Actively lead a positive Safety & Quality culture to promote a proactive, incident and injury free project
  • Coordinate commissioning activities with appropriate teams to ensure new facilities are ready for service by required date
  • Coordinate asset integration and project closeout activities
