About The Position

The Pennsylvania Department of Health (DOH), Bureau of EMS is seeking an experienced Project Manager to lead and support the enterprise-wide transition of an on-premises, custom EMS registry system to the ImageTrend SaaS platform . The Project Manager will provide end-to-end project management leadership , working closely with program leadership, vendors, IT teams, and executive stakeholders to ensure a successful system modernization, data migration, and SaaS implementation in accordance with an approved Statement of Work (SOW) and defined Service Level Agreements (SLAs) .

Requirements

  • Extensive experience leading enterprise-level IT projects (8–12+ month delivery cycles)
  • At least 7 years of relevant Project Manager experience directly managing technical initiatives with a large complement of project team members.
  • PMP certification or equivalent project management credentials
  • Bachelor's Degree
  • Proven experience managing SaaS implementations and system migrations
  • Demonstrated success managing vendors under formal SOWs and SLAs
  • Experience leading data migration efforts from legacy systems
  • Strong stakeholder management and executive communication skills
  • Hands-on experience with risk management, RAID logs, and change control
  • Ability to manage cross-functional IT teams (Applications, Data, Security, Networking, Service Management)
  • Excellent written and verbal communication skills

Nice To Haves

  • Experience with ImageTrend or public-sector EMS / healthcare systems
  • Prior experience working in state or government environments
  • Familiarity with HHS DC IT PMO methodologies
  • Experience managing projects involving public safety or health data

Responsibilities

  • Direct, administer, manage, and facilitate enterprise-level IT projects of strategic importance
  • Own the project lifecycle from initiation through implementation and closeout
  • Ensure delivery on schedule, within budget, and in compliance with quality standards
  • Serve as the primary point of contact for project issues and resolution
  • Develop and maintain the Project Management Plan , Project Schedule, Communication Plan, and Deliverables Matrix
  • Manage project scope, schedule, budget, risks, and issues using formal PMO methodology
  • Track milestones, delivery cycles (8–12 months), and project metrics
  • Enforce change management processes and ensure scope changes are approved and documented
  • Coordinate system testing, training, and implementation activities
  • Hold vendors accountable to SOW commitments, SLAs, and delivery expectations
  • Facilitate collaboration between program areas, vendors, and IT teams
  • Prepare and deliver status reports and presentations to senior leadership and stakeholders
  • Build and maintain strong relationships with executive sponsors and program leadership
  • Identify, track, and manage project risks and issues using a RAID+ Log
  • Develop and execute risk mitigation strategies through closure
  • Ensure compliance with HHS DC IT PMO standards, procedures, and methodologies
  • Provide input for continuous improvement of PMO practices
  • Mentor junior project management staff as needed
  • Utilize Microsoft Teams and SharePoint for documentation and collaboration
  • Follow HHS DC Daptiv guidelines for project tracking and reporting
  • Provide weekly project updates
  • Complete weekly timesheets in PeopleFluent / VectorVMS
  • Submit weekly personal status reports via SharePoint
