About The Position

STV is seeking a Civil Project Manager – Aviation Runway to join our national aviation team. This position will be located onsite at our client in Raleigh, North Carolina. The Civil Project Manager – Aviation Runway will lead the planning, design, and delivery of airfield and runway projects for major airports and aviation clients. This role is responsible for managing multidisciplinary teams, ensuring technical excellence, maintaining project schedules and budgets, and serving as a primary point of contact with airport authorities, contractors, and regulatory agencies. The ideal candidate has strong civil engineering experience in airside infrastructure, a solid understanding of FAA standards, and proven project management expertise. Key Responsibilities Manage all phases of runway and airfield design projects, including planning, design development, permitting, and construction support. Serve as the project lead and main client interface, ensuring clear communication, timely updates, and high-quality deliverables. Oversee internal teams and subconsultants across civil, electrical, geotechnical, and environmental disciplines. Develop and manage project scopes, budgets, schedules, and work plans. Ensure compliance with FAA regulations, design criteria, and industry standards (Advisory Circulars, Engineering Briefs, etc.). Prepare and review technical documentation, including plans, specifications, cost estimates, and reports. Coordinate with airport operations, contractors, and regulatory agencies during both design and construction phases. Identify project risks and develop mitigation strategies to maintain project performance and client satisfaction. Support proposal development, project pursuits, and client presentations as needed. Mentor junior staff and contribute to team development and knowledge sharing.

Requirements

  • Bachelor’s degree in Civil Engineering or related field.
  • 20 years of experience in civil engineering with airfield design and construction management oversight experience with significant experience at medium or large-hub airports.
  • Professional Engineer (PE) license required.
  • Strong knowledge of FAA design standards, pavement design, grading, drainage, and airfield geometry.
  • Proven project management experience in an AEC consulting environment.
  • Excellent communication, leadership, and client management skills.
  • Ability to work collaboratively with multidisciplinary teams.
  • Proficiency with industry-relevant software (AutoCAD Civil 3D, MicroStation, GIS, Procore, etc.).
  • The ability to recognize when construction deviates from the plans and specifications and how/when to approach the involved parties (contractors, architects, engineers, clients) to find the best solution for all.

Nice To Haves

  • Experience working directly with airport authorities or large aviation clients.
  • Prior involvement in large, complex runway rehabilitation or expansion programs.
  • Knowledge of airfield lighting, NAVAIDs, and electrical coordination.
  • PMP certification or formal project management training.
  • OSHA 30 Certification
  • CQM(USACE)
