About The Position

Position Summary The Project Manager / Business Analyst (PM/BA) provides integrated project management, business analysis, and strategic communication support to senior government and technical leadership. This role works closely with senior technical team members to define requirements, plan and sequence work, manage risks, and translate complex technical information into clear, decision-ready artifacts for executive-level stakeholders. The PM/BA is expected to operate with a high degree of professionalism, discretion, and independence, serving as a trusted advisor to government leadership.

Requirements

  • Must be a U.S. Citizen.
  • Must possess an active TS/SCI security clearance.
  • 5 or more years of experience serving as a Project Manager or Program Manager, with demonstrated success defining scope, sequencing work, managing risks, and developing communications plans and artifacts.
  • Background in systems engineering, enterprise architecture, business architecture, process modeling, or experience managing complex technical projects or programs.
  • Hands-on experience using standard project management tools, including Kanban boards, risk registers, and issue trackers, to support planning, execution, and status reporting.
  • Strong proficiency in Microsoft PowerPoint (advanced techniques), Microsoft Excel, Visio, and Microsoft Project.
  • Exceptional written and verbal communication skills, supported by a strong understanding of strategic communication and organizational transformation principles.
  • Ability to work effectively under tight timelines and manage multiple priorities concurrently.

Nice To Haves

  • Working knowledge of DoD 5110.4-M, Manual for Written Material.
  • Prior experience supporting or working with Special Access Programs (SAPs).

Responsibilities

  • Partner with senior technical team members to define, document, and validate project requirements, work approaches, and expected outcomes.
  • Develop comprehensive, logically sequenced project schedules using Microsoft Project, ensuring alignment across technical, operational, and stakeholder dependencies.
  • Facilitate internal team planning and execution using standard project management tools, including Kanban boards, risk registers, and issue trackers, and communicate project status to leadership.
  • Develop senior-leader-appropriate briefing materials, including executive presentations, decision briefs, and status updates that clearly articulate purpose, progress, risks, and outcomes.
  • Draft memorandums, white papers, position papers, and other written communication artifacts on behalf of, or for presentation to, DoD CIO leadership, ensuring compliance with DoD correspondence standards.
  • Perform quality control reviews of deliverables produced by others, ensuring editorial accuracy, clarity, proper formatting, and adherence to style and classification requirements.
  • Synthesize complex technical materials—such as reference architectures, design documents, technical requirements, test plans, and DoD Instructions—into concise, digestible products for senior leader consumption.
  • Lead contract execution support efforts to ensure overall quality across the program, serving as a quality reviewer for deliverables and the authoritative resource on security classification handling for written materials.
  • Provide independent counsel to government leadership and consistently operate as a trusted advisor.
  • Lead operational deployment planning for new IT system rollouts, coordinating with operational owners to plan transition activities and ensure mission continuity.
