About The Position

At PNNL, our core capabilities are divided among major departments that we refer to as Directorates within the Lab, focused on a specific area of scientific research or other function, with its own leadership team and dedicated budget. Our Science & Technology directorates include National Security, Earth and Biological Sciences, Physical and Computational Sciences, and Energy and Environment. In addition, we have an Environmental Molecular Sciences Laboratory, a Department of Energy, Office of Science user facility housed on the PNNL campus. The National Security Directorate (NSD) drives science-based, mission-focused solutions to take on complex, real-world threats to our nation and the world. The Emerging Threats and Technologies Division, part of the National Security Directorate, consists of over 400 scientists, engineers, and analysts with backgrounds in cyber, nuclear, intelligence, policy, data science, and other fields. We work in interdisciplinary project teams to provide innovative concepts that integrate policy, analytics, science, and technology into unique solutions.

Requirements

  • BS/BA and 9+ years of relevant project management experience -OR-
  • MS/MA or higher and 7+ years of relevant project management experience
  • U.S. Citizenship is required.
  • This position involves access to sensitive systems and information.

Nice To Haves

  • Demonstrated experience managing multi-stakeholder programs with government sponsors, and matrixed staff
  • Familiarity with project execution frameworks, including charge code management, burn rate monitoring, and planned vs. actual cost tracking
  • Working knowledge of government contracting structures, including SOW scope compliance and subcontractor activation and oversight
  • PMP and/or Prosci certification or equivalent demonstrated project management proficiency
  • Experience supporting federal customers
  • Familiarity with contracting structures, tasking orders, and sponsor (DoD/W) reporting requirements
  • Experience managing scopes including equipment procurement and on-site technical services

Responsibilities

  • Responsible for the overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with organizational strategy, commitments, and goals.
  • This includes acquiring resources and coordinating the efforts of team members and third-party resources in order to deliver projects according to plan.
  • Also responsible to define the projects objectives and oversee quality control throughout its life cycle.
  • Monitor and manage program cost, schedule, and scope across a multi-workstream cybersecurity assessment and remediation program.
  • Track individual and team charge rates against allocated budgets, flag burn rate anomalies to technical leads and line management.
  • Coordinate subcontractor integration, including scope activation, deliverable tracking, and invoice validation.
  • Maintain internal program documentation: schedules, risk registers, action item logs, and milestone trackers.
  • Serve as the primary administrative point of contact with PNNL contracts on matters of cost, scope, and schedule support sponsor deliverable reporting cadence for DoD/W stakeholders.
  • Coordinate logistics and sequencing across project team (e.g. assessment, analysis, engineering) workstreams in coordination with the technical leads.
  • Ensure effective reporting to the Project and Program Manager.
