The Project Management Office (PMO) supports Ohio Department of Health modernization, transformation, enhancement, improvement, and expansion initiatives across all of the Department’s workstreams . The PMO is looking for two (2) experienced Project Managers to join our busy team! Under direction of the PMO Chief, you will manage assigned health programmatic projects that cover all phases of project management, with activities and responsibilities that support the strategic objectives of ODH. The Project Manager plays a critical role in advancing organizational priorities by leading complex initiatives from concept through implementation. This position partners closely with executive leadership, program staff, and external customers to ensure projects align with agency goals, policy direction, and operational excellence. The Project Manager applies structured methodologies strategic analysis, and change management practices to deliver high-quality outcomes on time and within scope.

  • Evaluate business objectives and develop clear understanding of the project's scope, objectives, deliverables and constraints
  • Support the process of project prioritization, approval and initiation, including the supplier selection where applicable.
  • Define project requirements, quality standards and time lines.
  • Develop and direct implementation of project planning documents.
  • Brief ODH leadership on findings of research, suggest options for policy direction, and make recommendations which reflect input from multiple sources.
  • Assist in writing policy for both the administrative and programmatic operations of the PMO
  • Initiate and prepare correspondence and documents to convey policy and administrative decisions.
  • Provide comprehensive organizational change management and organizational effectiveness support for ODH leadership, staff, and the agency’s partners and stakeholders.
  • Utilize structured methodologies and tools to create stakeholder engagement, communication, and learning strategies.
  • Produce key deliverables such as communication plans, coaching plans, roadshows, training plans, resistance management plans, and readiness assessments.
  • Manage deadlines, meetings, agendas and milestones for projects.
  • Determine and allocate resources and assist in budget planning.
  • Attend meetings, conferences and workshops on related topics.
  • 3 yrs. exp. in project management (i.e., management & development of project/program requirements, design, development, testing/pilot, training & full scale implementation), with experience to be commensurate with project/program &/or position description on file (e.g., specific human service program area, management information sciences, fiscal); AND 12 mos. exp. in budgeting & calculating cost projections of program/projects.
  • -OR successful completion of 2 yrs. post-secondary education majoring in business administration, public administration, computer science/information technology, social science, or health, with major being commensurate with project to be assigned; AND 12 mos. exp. in budgeting & calculating cost projections of program/projects.
  • -Or equivalent of Minimum Class Qualifications for Employment noted above.
  • EDUCATIONAL TRANSCRIPT REQUIREMENTS: Official educational transcripts are required for all post-high school educational accomplishments, coursework or degrees claimed on the application.   • 3 years of applied practical experience of project management.
  • Experience in leading change management and transformation projects in various governance areas (strategy/consulting; execution; coaching).
  • Project management certification or designation.
  • Extensive knowledge of project management, classic and agile.
  • Profound knowledge of project management principles.
