About The Position

MAJOR FUNCTION Professional engineering work related to managing the Polk County Roads and Drainage Division Project Management section which includes project management for the division’s Community Investment Program (CIP), and Construction Engineering Inspection (CEI) activities. Responsible for administration of consultant design contracts, construction contracts, and annual contracts for roadway and bridge projects. Responsible for supervision of Project Management staff; including evaluations, hiring, and disciplinary actions. Monitors and manages the budget for the Project Management section, including (CIP) projects and tracks project schedules. The position is responsible for the management and oversight of more than $70 million in operating, capital and CIP funding. Can act on behalf of the director in the director’s absence. ILLUSTRATIVE DUTIES Oversees daily project management activities of staff for roadway, drainage, and bridge projects, including CEI. Oversees the preparation of engineering drawings, design reports, permit applications, record drawings and bid documents. Signs and seals permit applications and construction drawings, as required. Interacts with other cities, county, state and federal agencies, as well as permit applicants. Prepares and maintains annual budget, project budgets, progress and status reports, letters, files, and other documentation related to projects Presents to the Board of County Commissioners, outside agencies, and others as required. Provides engineering, technical support, and information to the Roads and Drainage division director and others as required. Prepares project reports/files which include project information and work activities. Coordinates the work of others and performs related duties as required.

Requirements

  • Graduate of an ABET accredited four (4) year college or university with major course work in civil engineering
  • Have a minimum of five (5) years of experience in road construction, bridge construction, permitting, and project/construction management experience, including a minimum of five (5) years of relative supervisory experience.
  • Must be a registered Professional Engineer and become a registered Professional Engineer in the State of Florida within six (6) months after employment within this classification.
  • Must possess a valid driver’s license and be able to secure a valid Florida driver’s license at the time of employment.
  • All employees will be required to work before, during, or after an emergency. During an emergency, employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location and work schedule to fit the needs of the County and its residents.
  • Knowledge of: Concepts, terminology, principles, and analytical techniques of civil engineering applied to roadway and bridge systems.
  • Methods, techniques, and materials used in road and bridge construction.
  • Ability to: Read and interpret complex engineering plans.
  • Prepare engineering and related reports, capital improvement plans and budgets, letters and memorandums, etc.
  • Analyze, identify, and report financial data and trends.
  • Plan, direct, supervise, and evaluate the work of assign personnel.
  • Develop engineering scope of works, construction contracts and oversee consultant work.
  • Plan, organize, and coordinate capital and engineering design work projects.
  • Communicate engineering information effectively in both verbal and written form to both technical and non-technical audiences.
  • See, talk, move independently, bend, stoop, sit, stand, drive, make written notations, and perform creative writing tasks.
  • Concentrate on detail and sequential work tasks, to perform mathematical tasks and to research, investigate, detect, inspect, verify and recommend solutions to recognize information or work and take remedial actions independently.
