Must have the physical, developmental and mental ability to perform job tasks, work efforts, responsibilities and duties of the job illustrated below: MAJOR FUNCTION Professional, technical position responsible for ensuring the accuracy, reliability, and integration of roadway and drainage asset data through a combination of field-based verification, GIS data management, system quality control, and analytical reporting. This position serves as a field-informed technical authority for asset data accuracy and system reliability, exercising independent judgment in validating asset inventory, resolving data discrepancies, supporting Computerized Maintenance Management System (CMMS) reporting, and evaluating GIS data collection technologies. The position operates on a hybrid basis with approximately 50% fieldwork and 50% office-based analytical and systems work. ILLUSTRATIVE DUTIES Asset Inventory and Field Verification Independently plans and conducts field verification of roadway and drainage assets to validate location, attributes, condition, and operational status. Determines when field validation is required to resolve discrepancies identified through data quality control reviews. Collects and validates asset data using GPS and mobile GIS collection platforms. Operates and evaluates field inspection and data collection equipment including GPS units, mobile GIS devices, inspection cameras, and related technologies. Interacts professionally and courteously with the public and county staff while performing field activities. Asset Data Management and Systems Integration Maintains and updates GIS datasets supporting roadway and drainage asset inventories. Leads reconciliation of asset data between GIS, CMMS, and source documentation. Supports GIS integration with the county’s maintenance management system (AgileAssets) to ensure accurate and reliable reporting. Prepares maps, data summaries, and analytical outputs to support asset management planning and operational decision-making. Quality Control and Reporting Leads monthly quality control (QC) reviews of asset inventory and CMMS data. Develops, produces, and maintains QC reports identifying data discrepancies, trends, and recommended corrective actions. Establishes and refines asset data validation procedures and quality standards. Documents QC findings and maintains records in accordance with established asset management and GIS standards. This position does not include supervisory responsibility or evaluation of employee performance. Technology Evaluation and Technical Support Tests, configures, and troubleshoots GIS field data collection equipment, mobile devices, and related software. Evaluates new asset data collection tools and technologies for potential implementation. Serves as a technical resource to Asset Management Technicians and GIS staff regarding asset data workflows, collection standards, and quality requirements. Research Analysis and Documentation Researches construction plans, as-builts, surveys, aerial imagery, and Property Appraiser data to support asset inventory accuracy. Analyzes asset data for completeness, consistency, and reliability. Develops and maintains technical documentation, procedures, and workflow guidance related to asset data collection and quality control. Maintains current knowledge of asset management practices, GIS technologies, and data standards. Other Duties Assists with training staff on asset data workflows and collection standards as assigned. Performs related work as required. May be required to work before, during, or after an emergency.
