About The Position

Virginia IT Agency (VITA) is excited to offer a competitive opportunity to serve as the Project Management Center of Excellence (PMCoE) Manager. Project Management Center of Excellence (PMCoE) Manager functions as a key member of the Customer Experience directorate and the Commonwealth. This position focuses on advancing project management maturity across the Commonwealth, ensuring the success of high-risk and high-priority projects, and fostering a culture of continuous improvement. The role serves as a leader of operations and ongoing improvement, enabling the alignment of project management practices with VITA's broader strategic objectives, including IT modernization, customer experience enhancement, and organizational transformation. This role will communicate complex information clearly and persuasively to diverse audiences, including senior leadership, cross-functional teams, and external partners. The candidate will facilitate productive discussions, resolves conflict with tact, and ensures alignment across all project phases. Requirements

  • Extensive experience in IT leadership managing diverse teams (25+ staff) in high-performance, multi-stakeholder environments.
  • Extensive knowledge of enterprise-level, complex IT projects, including public cloud implementations (AWS, Azure, Oracle Cloud, or Google Cloud).
  • Extensive experience in project management strategy development and execution.
  • Extensive experience in data analytics to guide decision-making and assess outcomes.
  • Extensive experience in strategic Planning, assessing risks, and opportunities.
  • Extensive experience in budget planning and management for large organizations.
  • Extensive experience working with internal/external stakeholders.
  • Extensive experience in meeting deadlines.
  • Extensive experience with interpreting and applying of federal, state laws/regulations.

Nice To Haves

  • Experience in the State or Federal government as an employee, contractor, or vendor.
  • Training or certifications as a PMP, PgMP, PfMP, FAC-COR, DOD COR.
  • Training or certifications as a Scrum Master, Product Owner, or other agile roles or methodologies.

Responsibilities

  • Support development of risk management reporting and dashboard tools.
  • Provide high risk project mentoring and risk management as assigned.
