About The Position

The Project Executive – Public Sector is a leadership role responsible for overseeing and growing Montante Construction’s portfolio of public and government construction projects. This individual will serve as the primary relationship manager for municipal, county, and state clients across Western New York, ensuring projects are delivered on time, on budget, and to the highest quality standards. The Project Executive will communicate closely with the Vice President, Chief Estimator, and General Superintendent and will lead project teams, drive business development within the public sector, and ensure compliance with all regulatory, procurement, and reporting requirements unique to public work. By leading complex government projects and cultivating trusted relationships with public agencies, this role directly influences revenue growth, community impact, operational excellence, and the company’s ability to secure repeat and award‑winning public work. Requirements

  • Bachelor’s degree in construction management, Civil Engineering, Architecture, or a related field.
  • Minimum of 15 years of progressive construction experience, with at least 5 years focused on public/government sector projects.
  • Demonstrated track record of successfully delivering public construction projects valued at $5M+ in scope.
  • Deep knowledge of New York State public bidding laws, Wicks Law, prevailing wage regulations, and MWBE/DBE compliance requirements.
  • Proven business development experience with government agencies and public-sector clients.
  • Strong financial acumen with experience managing project budgets, P&L oversight, and cost control on complex projects.
  • Excellent leadership, communication, and negotiation skills with the ability to influence at all organizational levels.
  • Proficiency with construction management software (e.g., Procore, Microsoft Project, or similar platforms).
  • Valid driver’s license and ability to travel to project sites throughout Western New York.

Nice To Haves

  • OSHA 30-Hour certification.
  • Established relationships with government officials, public works departments, and A/E firms in the Western New York region.
  • Experience with construction management at-risk and design-build delivery methods in the public sector.
  • Prior experience scaling a public sector practice or division within a growing construction firm.

Responsibilities

  • Provide oversight of multiple concurrent public/government construction projects from preconstruction through closeout.
  • Ensure all projects meet contractual obligations, quality standards, safety requirements, and schedule milestones.
  • Serve as the primary escalation point for project teams, resolving complex issues related to scope, schedule, budget, and stakeholder concerns.
  • Oversee project financials including budgeting, forecasting, cost tracking, change order management, and monthly requisition reviews.
  • Monitor project performance metrics and implement corrective actions as needed to maintain project health.
  • Identify and pursue new public/government construction opportunities including municipal, county, and state projects.
  • Build and maintain strong relationships with government agency decision-makers, architects, engineers, and other key stakeholders.
  • Lead the preparation and strategy for public RFP/RFQ responses and qualifications-based selection processes.
  • Represent Montante Construction at government meetings, conferences, and industry events.
  • Track and monitor upcoming public project pipelines and procurement opportunities throughout Western New York and surrounding regions.
  • Ensure full compliance with public procurement laws, prevailing wage requirements, MWBE/DBE participation goals, and all applicable federal, state, and local regulations.
  • Manage project documentation, audit requirements, and reporting obligations specific to publicly funded construction.
  • Coordinate with legal counsel on contract reviews, insurance requirements, bonding, and risk management for public projects.
  • Maintain up-to-date knowledge of Wicks Law, public bidding statutes, and other relevant government construction regulations in New York State.
  • Lead, mentor, and develop Project Managers, Assistant Project Managers, and field personnel assigned to public sector projects.
  • Foster a collaborative team culture aligned with Montante Construction’s core values of safety, reliability, communication, and excellence.
  • Conduct performance reviews and support the professional growth and career development of direct reports.
  • Collaborate with the Vice President and Chief Estimator to ensure proper estimating capacity, project staffing, and resource allocation.
  • Serve as the senior point of contact for all public sector clients, ensuring proactive communication and superior client experience.
  • Conduct regular project reviews with clients, architects, and owner’s representatives to align on expectations and project progress.
  • Drive client satisfaction and repeat business through exceptional project delivery and relationship building.
