About The Position

This position is accountable for investigating and recommending action on requests for plan and specification changes; recommending solutions to design problems encountered by the districts; providing up-to-date design policies; and providing liaison with the Federal Highway Administration (FHWA), districts, and other agencies. The incumbent is accountable for the final review, evaluation, and certification of plans and specifications for the department's Annual Highway Improvement Program and highway-related programs in order to advance these programs to the letting and physical construction stages. The incumbent is assigned projects based on a defined geographic region within Illinois.

Requirements

  • Current registration as a Licensed Professional Engineer in the state of Illinois.
  • Five years of experience in civil engineering.
  • Requires a valid driver’s license.
  • Requires successful completion of a background screening.
  • Requires occasional statewide travel which may include overnight stays.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.

Responsibilities

  • Ensures final contract plans and specifications conform to departmental policies and guidelines.
  • Finalizes plans and specifications for timely submittal to the Federal Highway Administration (FHWA) regarding construction authorization for all federal-aid projects and in conjunction with the Program Support Unit.
  • Serves as the principal liaison between the FHWA, other state agencies, and the Office of Highways Project Implementation (OHPI) on matters pertaining to the final construction plans and specifications.
  • Advises other state agencies charged with development of departmental projects in matters of federal and departmental policies and procedures.
  • Provides assistance to the districts regarding questions and problems pertaining to their final construction plans and specifications.
  • Performs duties in compliance with departmental safety rules. Performs all duties in a manner conducive to the fair and equitable treatment of all employees.
  • Performs other duties as assigned.
