About The Position

Working under the guidance of the City Engineer, assists in reviewing plans and specifications, bid documents, design and directing construction of city public works on improvement projects; including streets, sewer, water, storm, or irrigation systems. Using excellent customer service skills, establishes and maintains effective working relationships with other employees, officials, consultants, contractors and all members of the general public. Operates a motor vehicle to assist in carrying out the business of the department and the city. Assists in the design of projects performed in-house including collecting necessary preliminary field data and estimating. Additionally assists in working with consulting engineering firms under contract with the city. Assists city engineering staff, engineering consultants and city purchasing staff in preparation and award of bids and contracts. Works closely with senior project engineers to ensure successful project completion and may work independently in the office or field on various projects approximately 30% of the time. Prepares composite reports from individual reports of subordinates. Assists in working with Engineering Consultants and Central Purchasing in preparation of award of bids and contracts, including pre-bid and pre-construction meetings. Reviews plats for compliance with codes and standards relative to engineering and/or water and wastewater issues, and recommends proposed changes to Planning and Zoning Commission or Administrative Review Board. Performs technical research and economic analysis in regard to capital improvement projects or as requested from other departments. Assists in coordinating the work schedules of consultants, contractors, and city work force as they relate to assigned projects. Provides advice to supervisors; communicates official plans, policies and procedures to staff and the public in assigned area of responsibility. Issues written and oral instructions; assigns duties and examines work for exactness, neatness, and conformance to policies and procedures. May conduct field surveys, draft and review plans, produces construction estimates, and assists in securing the appropriate materials and supplies for construction projects. Assists in projecting needs for department equipment, materials and supplies. Assists in the preparation of specifications, estimates, and bids for machinery, equipment, and contractor services. Prepares and maintains daily, monthly, and annual reports and records, as assigned. Is specifically alert to conditions and events occurring on city streets and rights-of-way and can respond accordingly. While performing job duties, takes proper safety precautions, anticipates unsafe circumstances and acts accordingly to prevent accidents. Responsible for the safety of self, others, materials and equipment. Reviews planning memorandums and makes comments on suitability of requests with respect to engineering considerations. Assists other engineers in the field in the decision-making process. Must be capable of evaluating quality of construction for acceptance. Attendance at work is an essential function of this position. May assist other Community Works divisions with capital improvement projects as needed and directed by the City Engineer.

Requirements

  • This position is subject to the City of Farmington's Drug and Alcohol-Free Workplace Policy, which includes the following: pre-employment testing, post-accident testing, random testing, reasonable suspicion testing, return to duty testing, and follow-up testing.
  • Extensive background checks required.
  • Graduation from a college or university with an associate degree in engineering, or a closely related field; or any equivalent combination of education and experience is strongly preferred.
  • Valid state driver's license with acceptable driving record for the past three years.
  • Ability to perform accurate mathematical calculations.
  • Ability to follow verbal and written instructions.
  • Ability to establish and maintain working relationships with co-workers, supervisors, other City personnel and the public.
  • Ability to make field changes to enhance projects or correct oversight.
  • Working knowledge of civil engineering principles, practices, and methods as applicable to a municipal setting.
  • Familiarity with applicable City policies, laws, and regulations affecting Division activities.
  • Must also be familiar with New Mexico land and survey laws.
  • Must possess a working knowledge of drafting and drafting techniques and the ability to understand and interpret working plans and drawings.
  • Must be able to effectively communicate, in English, both orally and in writing with employees, contractors, governmental agency representatives, City officials and the general public in person and on the phone.
  • Ability to conduct necessary engineering research and compile comprehensive reports.
  • Must be able to work with minimal direction, following initial instructions in an accurate and timely manner.
  • Ability to meet time and cost constraints with accuracy, following appropriate guidelines.
  • Ability to operate tools and equipment listed.

  • Experience in drafting software such as Civil-3D is preferred.
