Discover how Consertus is driving transformative change for our clients, our people, and the communities we serve at www.consertus.com About this Role: Consertus has an exciting opportunity in Los Angeles, CA for an experienced Project Development Manager (PDM) supporting the Los Angeles Unified School District (LAUSD) Facilities Services Division – Asset Management . The Project Development Manager plans and coordinates pre-construction and project development activities in preparation for the construction of new schools and modernization projects. The PDM is responsible for the scope, schedule, and budget and the overall success of multiple LAUSD capital projects, while resolving complex planning/design/construction issues and coordinating closely with District departments, design professionals, and external agencies.

Requirements

  • Minimum 10 years of experience managing the planning, design, construction, and coordination of capital projects.
  • Graduation from a recognized college or university with a Bachelor’s degree in Architecture, Engineering, or Construction Management.

Nice To Haves

  • Experience with scoping and planning of new construction and/or modernization projects.
  • Experience with LEED and/or CHPS (Collaborative for High Performing Schools) projects.
  • Experience with development of major facilities including CEQA, agency approvals, and coordination with City and County agencies.
  • Experience with project delivery and procurement methods for public projects.
  • Experience with community engagement processes; strong written and verbal communication skills.
  • Experience utilizing Building Information Modeling (BIM).
  • Experience in Formal Construction Partnering.
  • Valid California Architect license (Certificate of Registration as an Architect by the California State Architectural Board) or valid California Professional Engineer (PE) license (State Board for Professional Engineers and Land Surveyors).
  • Certified Construction Manager (CCM) credential (CMCI).
  • LEED Professional Accreditation.

Responsibilities

  • Plan and coordinate the execution of pre-construction activities associated with the preparation for building new schools and delivering modernization projects.
  • Serve as the accountable manager for scope, schedule, budget, and overall success of multiple new and modernization school projects.
  • Resolve complex planning, design, and construction project-related issues, disputes, and disagreements.
  • Develop, assign, and monitor performance of Assistant Facility Development Managers (AFDMs), Design Managers (DMs), and design professionals relative to assigned projects.
  • Report on project budget, schedule, and issues, and provide information/analysis of project issues to Departmental, Branch, and Board representatives.
  • Review project status and overall planning/design/construction progress relative to submittal schedules; evaluate development-phase progress and potential impacts.
  • Coordinate with representatives from various utility and government agencies to obtain timely action on successive phases of project completion.
  • Assist project team staff with A/E contracts, bid planning, and contract planning.
  • Review and verify Design Professional contract scope, fees, and payment applications, and perform overall fiscal management across multiple projects.
  • Provide functional direction over project schedules, cost control, dispute resolution, contract administration, and quality control.
  • Coordinate project activities/requirements/schedules with other District branches and departments, including (as applicable): Office of Environmental Health & Safety, Design and A/E Technical Support, Project Execution, Facilities Contract Administration, Inspection Unit, Maintenance and Operations, local Educational Service Centers, and site personnel.
  • Develop and recommend internal policies and procedures.
  • Perform other duties as assigned.
