About The Position

A Project Development Project Manager at CEG will lead the end-to-end development of Energy Savings Performance Contract (ESPC) projects, from initial selection through contract award. You will own the development plan, schedule, and deliverables, coordinating closely with a cross-functional team of internal resources and external partners. You will serve as a client-facing leader, working closely with CEG senior leadership to drive alignment on scope, savings, pricing, and contract terms to secure a contract award. This is a hands-on role for someone who can help translate technical opportunities into financeable, guaranteed-savings projects.

Requirements

  • Education: Bachelor’s degree in Mechanical or Electrical Engineering, Construction Management, or a related technical field.
  • Experience: 5+ years of experience in Energy Service Performance Contracting (ESPC) or complex design-build projects. Experience leading pursuits from selection to contract award. Contract sizes greater than $5MM are strongly preferred.
  • Technical Expertise: Understanding of HVAC, mechanical/electrical systems, boilers, chillers, building envelope, and energy simulation software.
  • Soft Skills: Exceptional technical writing, analytical problem-solving, and the ability to communicate complex concepts to non-technical stakeholders.

Nice To Haves

  • Certifications: Professional Engineer (PE), Certified Energy Manager (CEM), and/or Certified Measurement and Verification Professional (CVMP) designation is preferred.
  • Knowledge of Measurement and Verification (M&V) procedures.
  • Proven track record in managing internal engineering teams and external subcontractors.
  • A demonstrated passion for renewable energy, facility resilience, and the built environment.

Responsibilities

  • Development Oversight: Own the project development roadmap, schedule, and deliverables from selection through award. Drive internal development, reviews, and approvals. Maintain risk, issues, action logs. Communicate status to leadership and the client.
  • Scope Development: Work with the engineering team to lead discovery, site walks, data requests, and stakeholder interviews. Drive ECM concepts (30-50%) into a coordinated scope package suitable for pricing, savings calculations, and client approval.
  • Financial Modeling: Develop financial proformas and deal structures to ensure projects meet ROI targets and performance guarantees.
  • Proposal Creation: Lead the preparation of the final deliverables/proposals, coordinate internal reviews, and coordinate revisions as necessary to align with client sustainability and operational goals.
  • Stakeholder Liaison: Serve as the primary point of contact between engineering teams, financial partners, and client decision-makers. Lead client meetings through award.
  • Subcontractor Management: Prepare detailed scopes of work and manage competitive bidding processes to obtain accurate project pricing.
