About The Position

Under general supervision, forecasts project costs, prepares budgets and maintains documentation for utility construction projects to ensure funding is allocated and tracked properly. Job requires general knowledge of the methods, procedures, processes and techniques of project cost development and analysis, sufficient to perform a range of varied, non-routine professional activities. Judgment is required in locating and selecting the most appropriate methods, techniques and procedures from established procedures and available guidelines to apply to specific cases. Identifies and suggests solutions to routine or recurring problems. Completed work is evaluated for technical soundness, appropriateness and conformity with policies and requirements. Job requires regular contact with people in other work groups and frequent contact with individuals in leadership positions.

Requirements

  • Bachelor's degree in Engineering, Finance, Accounting, Construction Technology, Business Administration or a related field.
  • Must have two (2) years of financial cost work experience.
  • OR Six (6) year combination of education, training and experience, which must include two (2) years of financial cost experience.

Responsibilities

  • Processes, tracks and reports work orders, project costs and capital budget items.
  • Collects historical data used in estimates for other projects, forecasting expenditures and activity-based costing.
  • Performs cost development, project budgeting and cash flow forecasting for financial management and reporting.
  • Provides cost information for planning and control purposes.
  • Analyzes, plans and coordinates schedules with cost data and man-hour estimates for construction projects.
  • Assists in providing technical guidance and training to other employees.
  • Forecasts potential project budget overruns/underruns for efficient utilization of available funds, supplemental funding and allocation of funds to new projects.
  • Tracks project quantities and man-hours, compares the actual to the estimated, informs management of potential problems and suggests solutions.
  • Processes documents consistent with Federal Energy Regulatory Commission (FERC), National Association of Regulatory Utility Commissioners (NARUC) and JEA's accounting requirements.
  • Develops and maintains spreadsheets, databases and other computerized records such as cost status, actual quantities installed, percent-complete and expenditures.
  • Supports, interprets and assists in applying cost and project budget programs.
  • May serve as team leader to direct specific tasks.
  • Performs other job-related work as assigned.
